Numbered Note #1 is applicable. On or about 30 August 2001, this office will issue Request for Proposals for the design and construction of UPGRADE SEWER COLLECTION SYSTEM, PBS PN 3371, IOWA AAP, IOWA. Proposals will be received on or about 15 October 2001. This solicitation is restricted to small business participation only. The purpose of the conference will be to familiarize prospective offerors with the extent and nature of the project as well as unique features of this project. The planned itinerary for the site visit/pre-proposal conference, subject to change, is the following: 0900 -- 1030 Introduction of Project 1030 -- 1200 Site Visit 1200 -- 1300 Lunch 1300 -- 1400 Pre-Proposal Conference DO NOT submit requests for proposal documents to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities) Design and Construction of the Sanitary Sewer Collection System. The entire Sanitary Sewer Collection System and service lines at the Iowa Army Ammunition Plant near Burlington, Iowa will be designed and replaced under this contract. The existing system capacity will be retained. One additional lift station will be constructed, and one of the three existing lift stations will be take out of service. All manholes will be replaced as part of the construction contract. Two inverted siphon creek crossings will be replaced. This existing facility has in excess of 80,000 linear feet of collection system ranging from six to twelve inches in diameter. The collection system for IAAAP will be replaced in two Phases. Phase I includes Lines 2, 3A, Yard A, Shop/Hospital, 4A and 4B for FY 2002. Phase II includes Lines 1, 3, 5A, 5B and additional mainline construction for FY 2003. Individual buildings in these areas will require a service connection to the new collection system. Proposal Evaluation: Award of this project will be based on a technically acceptable proposal with the lowest price. Proposal evaluation areas for technical acceptance include Design and Construction Experience, Design and Construction Personnel and Past Performance (Design and Construction); and Schedule, Project Management Plan, and Safety and Health Record. The estimated design and construction cost for Phase I of this project is between $2,500,000 and $5,000,000 and for Phase II is between $2,500, 000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period submitted with the proposal after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The proposal documents are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format. The ftp site is the site recommended for downloading files. Ordering of CD-ROM shall be made through the Internet address above.
