Description

This procurement consists of contractors planning, programming, administration, and management necessary to provide all maintenance, repair and related services as specified for the L.A. District Flood Control Channels which covers approximately 50 miles of earthfill and concrete channels along the L.A. River, San Gabriel and Rio Hondo Rivers, Ballona Creek, Compton Creek, Haines Canyon, Alhambra Wash, San Jose Creek, San Antonio Creek, Chino Creek Wash and Burbank Western Channel. This is a Small Business Set-Aside procurement and is restricted to Small Business under the North American Industry Classification System (NAICS) code 561990, All Other Support Services, $5,000,000 average annual gross revenue for the last three (3) fiscal years. ONLY proposals submitted by small businesses will be considered. The estimated cost range for this project is $5,000,000 to $10,000,000. Offerors will be required to submit a technical proposal with a separate cost proposal. The Government will select the lowest priced, technically acceptable offer. The significant evaluation factor that will be used for the evaluation of the technical proposal is Past Performance. The contacting officer may award based on initial offers received without discussions. The tentative issued date of this solicitation is on/about 16 August 2001. Date for receipt of proposals is on/about 17 September 2001. The Government intends to issue this solicitation and all amendments through use of the Internet. No additional media (CD ROM's, Floppy Disks, Faxes or paper) will be provided unless the Government determines that it is necessary. Contractors may view/download this solicitation and all amendments from the Internet after the solicitation issuance at the following Internet address: http://ebs.spl.usace.army.mil. All contractors are required to check the Los Angeles District Contracting Division Website daily to be notified of any changes to this solicitation. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award.
