- Description
- This procurement is intended to obtain commercially available/non-developmental item (NDI) 7.62mm Lightweight Machine Guns (LWMG) for use by the United States Special Operations Command. Each LWMG shall be supplied with the following ancillary equipment: sling, bipod, blank firing adapter, a spare barrel with spare barrel bag, cleaning kit, combination front sight adjusting tool for elevation and windage, and operator's manual. Critical characteristics of the LWMG are that it shall weigh no more than 21 pounds and be no longer than 40 inches in length. The LWMG shall be constructed of corrosion resistant materials that are abrasion, impact and battlefield chemical resistant. All external and visible surfaces shall be coated with a dull, non-reflective coating. The LWMG shall be chambered for 7.62mmx51mm NATO cartridge ammunition. The LWMG shall have a minimum cyclic firing rate of 500 rounds per minute. The LWMG shall have a MIL-STD 1913 rail on its upper receiver for mounting optics. The LWMG shall also have a MIL-STD 1913 rail system with four rail interfaces for mounting/interface with the accessories of the SOPMOD M4 Accessory Kit. The LWMG shall be belt fed using standard DoD 7.62mm ammunition with no provision for an attachable/detachable box magazine. The LWMG receiver shall have a minimum service life of 50,000 rounds and the barrel shall have a minimum service live of 10,000 rounds. The LWMG shall have a mean-rounds per stoppage of at least 4,000 rounds. The LWMG shall support currently fielded day and night optics for target acquisition. The minimum requirement is an adjustable or graduated peep type sight similar to the sight currently fielded on the Mk43 7.62MM machine gun. The safety shall be ambidextrous, easy to operate under all environmental conditions, and shall be capable of being checked by sight or touch. The weapon system shall be capable of being submerged in salt and fresh water to a depth of 66 feet for a minimum of 8 hours, surfaced, drained without disassembly and reliably function in 1 minute or less. Collapsible butt stocks, blank firing barrels and Mk93 Mod 2 interface are optional equipment that may be ordered over the life of the contract. The contract type will be a Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ). The minimum quantity is 6/ea LWMGs (First Articles) with a maximum quantity of 2,500/ea LWMGs, which may be ordered over the five-year life of the contract. The following items will be separate line items with 0 minimums: barrels (10,000/ea max); tool and gage kits (500/ea max); collapsible stocks (500/ea max); blank firing barrels (500/ea max); Mk 93 Mod 2 interface (500/ea max) and a provisioning item order of $2,000,000. The contract is F.O.B. Destination. For the minimum quantity of LWMGs, delivery of the 6/ea is required 90 days after the effective date of the contract (DAC). Any subsequent delivery orders will order between 5/ea and 500/ea with a maximum monthly delivery rate of 150/ea. Delivery of the other line items will be required to commence 60 days after order. The solicitation will require delivery of 3/ea product samples along with a concise technical proposal by the closing date of the proposal. The solicitation will be evaluated on a best value basis and the Government will reserve the right to award to other than the lowest priced offeror and other than the highest technically rated offeror. The product samples must meet the specification in its entirety to be given further consideration for award. The technical proposal shall address any differences between the product samples and the production units. The Government can not guarantee the condition of the product samples after testing.
