Description

The Contracts Department of the Fleet and Industrial Supply Center, San Diego, intends to procure Replacement of Electro-Motive Division (EMD) of General Motors, Inc. parts. Includes, but is not limited to the following performance: (1) Replacement of EMD parts with published prices, are new EMD parts that have published prices in the "Price Book-World Wide Replacement Parts Power Generating Plants, Marine and Industrial Diesel Power". Offerors shall propose a percentage of discount from the prices listed in the current price book. (2) Replacement EMD Parts with Unpublished prices are new EMD parts that do not have published prices in a current price book. Offerors shall propose the percentage of discount of the price cited by EMD at the time of issuance of delivery order. (3) Items being rebuilt or Remanufactured Unit Exchange (UTEX) and Remanufacture and Return are items to b e rebuilt or remanufactured by the original manufacturer. The offer shall propose the percentage discount or surcharge to be applied to final repair invoice received from the repair facility. (4) Minor Inspections/repairs of EMD parts are parts or assemblies that the Government requires an inspection and/or minor repair, but does not require a complete UTEX or Remanufacture and Return. The Contractor shall propose a labor rate for the inspections and minor repairs. All parts that are required during minor repairs shall be subject to the discounts stated in the contract. A fixed price, indefinite delivery, requirements type contract with a base period plus two, one-year options is anticipated. Deliveries to Port Hueneme, CA. This is an unrestricted procurement, all responsible sources may submit an offer. Each offeror must also submit commercial catalogs containing the requested and other related items, with government discounts. Anticipated award date is 1 October 2001. It is anticipated that the solicitation will be posted by 20 August 2001 on the Navy Electronic Commerce Online (NECO) web link: http://www.neco.navy.mil. The NECO web site can also be accessed by going through the FISC-SD web link listed below. It is the responsibility of the interested parties to independently review the referenced web links frequently for updates to any and all documents. The solicitation will be issued with the anticipation of obtaining current pricing and parts information for all CLINs listed. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contract. This decision is solely the decision and right of the Govern ment. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The Government does not anticipate paper copies of these documents to be issued.
