- 68 -- The Baltimore District, Army Corps of Engineers, Washington Aqueduct Division, Dalecarlia Section, 5900 MacArthur Boulevard, Washington, D.C., require algicide in tote bins that must be certified to meet National Sanitation Foundation (NSF) Standard #60 for their addition to drinking water and must be EPA registered as a bactericide. A certificate stating these qualifications shall be submitted before award of contract. The product shall consist of 20% copper pentahydrate and have a documented history of successfully controlling high algae counts and reducing bacteria in raw water. It shall be a liquid type that carries the copper in suspension. It shall be non-toxic, noncombustible, and not a chelated copper product. It shall be very soluble in raw water and stay in solution until it is used up by demand. The product shall be delivered in 275 gallon tote bins with a built-in pallet for handling. Each bin shall be labeled with an EPA acceptable labels stating precautionary handling and usage instructions. The three (3) deliveries shall be in shipments of fifteen (15) tote bins for a total of 45 tote bins. This will be a total of 12,375 gallons. The shipments shall be delivered to the Dalecarlia Water Treatment Plant. The first shipment shall be sent and delivered by March 15, 2002. The other two (2) deliveries will be requested when required and the delivery shall be within fourteen (14) days. The deliveries shall be from Monday through Thursday between the hours of 6am and 1pm. The government will off load the product at Dalecarlia Water Treatment Plant. The Contractor shall give a 24 hour notice before delivery. The supplier shall be responsible for the pick-up and disposal of the empty tote bins. The tote bins shall be approximately 4 feet x 4 feet x 4 feet with steel protective cage, a 2 inch discharge ball valve, a built-in sump for maximum drainage, 4 way entry heavy duty pallet, and a tamper proof feature on the discharge valve and filling port. The three (3) shipments shall have a certificate of analysis reflecting the actual product delivered. A copy of the producer's Certificate of Analysis shall be submitted before award of contract. If a shipment will not arrive as scheduled, the contractor shall notify 202-764-2700 immediately and arrange for an alternate time. The supplier shall give on site technical support within 8 hours of notification by the Contracting Officer. The supplier shall review the Government supplied algae data and give recommendations of dosage and techniques. During the dosage period of approximately March through September the supplier shall be ready to submit recommendations and other changes to keep the algae population under control.
