- Description
- NASA/MSFC plans to issue a Request for Proposal (RFP) for engineering design, analysis, and evaluation of Space Shuttle Reuseable Solid Rocket Motor (RSRM) performance. The supporting effort is unique in that it requires expert experienced-based knowledge of aerothermal, performance and gas dynamics analysis in a human-rated solid rocket motor application. This effort requires personnel knowledgeable of the RSRM including historical aspects of the system requirements, design, materials evolution, static test results and the flight database in order to enable timely responses to critical flight issue prior and post launch task requirements. Activities required for this effort include the following: (1) design and analysis support for changes/upgrades to the full scale RSRM related to material changes driven by obsolescence issues and performance improvement issues; (2) design analysis support relative to off-nominal conditions including Senior Material Review Board (SMRB) and static/flight motor performance issues; (3) design and analysis support for the development of subscale test bed motors to evaluate design and material changes planned for the RSRM; (4) design and test requirements for cold flow models developed to evaluate single-phase gas dynamics issues in the port and nozzle region of the RSRM; (5) maintain appropriate computer codes and analysis capabilities to perform Computational Fluid Dynamic (CFD) analysis including three-dimensional and multi-phase flow problems; (6) provide engineering support necessary for the ongoing design and qualification efforts including the flight Operational Pressure Transducer, Ethylene Propylene Diene Monomer (EPDM) Insulation Reformulation, Nozzle Rayon Replacement, and Nozzle Adhesive Replacement; and (7) interface with RSRM engineering support activities, MSFC personnel, and contractor personnel to assure effective communication and efficient utilization of available resources. NASA/MSFC intends to purchase these services from ERC, Inc., pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1). Due to critcal schedule parameters, it is essential that personnel performing this support possess prior experience with the system, its operating parameters, characteristics, and interfaces. ERC has the expertise in the area of human rated large solid rocket motor design and operation, and the extensive experience-based knowledge of aerothermal, performance and gas dynamics analysis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Sept 21, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
