Description

This announcement is revised to change the subject to "ELECTRONIC PAYMENT PRODUCTS FOR TAXPAYERS and the description is revised as follows: The Internal Revenue Service anticipates the award of multiple $0 contracts to begin February 2002 for filing season 2003 electronic payment services. The services being sought will increase convenience to individual and/or business taxpayers and minimize costs through electronic payment means including but not limited to converting paper currency received from taxpayers to electronic funds transfers at the point of sale and lowering the costs of current tax payment options. One of the principal goals of the successful proposals will be to motivate taxpayers and tax professionals that currently file and/or pay federal taxes using paper based media to utilize electronic filing and/or paying options. Each contract is expected to have a contract term of not more than five years (one base year and four one-year options to extend). Per the Taxpayer Relief Act of 1997 (IRC 6311(d)(2)), "the Secretary [of the Treasury] is authorized to enter into contracts to obtain services related to receiving payment by other means where cost beneficial to the government. The Secretary may not provide any fee or provide any other consideration under such contracts." Interested parties are encouraged to e-mail the Contracting Officer. The RFP will be made available on the IRS Procurement Web site at http://procurement.irs.treas.gov/opportun.htm. Interested parties may monitor this web site to obtain the RFP as soon as it is issued. Issuance is expected to be no later than mid-September.
