Description
Contractor shall provide SELIS software migration. The USDA, ARS, Systematic Entomology Laboratory has a requirement for migration of the Systematic Entomology Laboratory Identification System (SELIS) from a PowerBuilder client/server application to a web-based application with a browser interface. Major tasks are as follows: Migrate the SELIS database from Sybase SQL Anywhere 5.5.03 to Adaptive Server Anywhere 7.x. Migrate the SELIS application from the PowerBuilder client/server architecture to a J2EE (Java 2 Enterprise Edition) compliant web application running under Sybase EA Server. Implement several enhancements to the current base functionality of the application. All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm-PART 1194). The following standards have been determined to be applicable to this contract: 1194.22 Web-based intranet and internet information and applications. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. The applicable NAICS code is 541511 with a small business standard of $18.0M. The solicitation number is 24-3K47-01 and will be issued as a request for quotation (RFQ) and a total small business set-aside in accordance with Simplified Acquisition Procedures, FAR Part 13; Acquisition of Commercial Items, FAR Part 12 and incorporating provisions and clauses in effect through Federal Acquisition Circular 97-27. In accordance with FAR 5.102(a)(1), availability of the solicitation will be limited to the electronic medium on or about August 29, 2001. The address for downloading this solicitation from the Internet is http://www.eps.gov. The Request for Quotation package will NOT be directly provided in a paper hard copy format. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. It is therefore the contractor's responsibility to check the internet site listed daily for any posted changes to the solicitation. The Government will award a firm-fixed-price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: in order of importance 1. technical capability of the item offered to meet the Government requirement 2. price 3. past performance. Written quotations by facsimile are acceptable on or before September 14, 2001 at 4:30 p.m. (EST). All responsible sources may submit a quotation which will be considered by the agency. =20
