Description

The Department of Health and Human Services, Program Support Center (PSC) intends to negotiate on a sole source basis a seven month simplified acquisition with Compusearch Software Systems, Inc. (Compusearch). The purpose of the purchase order is to develop a financial interface between PRISM, the Commercial Off The Shelf procurement package developed by Compusearch for the PSC, Division of Acquisition Management, and CORE, the PSC, Financial Management Service (FMS) software package. Instead of hard copies of all simplified acquisitions being forwarded to FMS for manual entry into CORE the interface will streamline the process electronically and eliminate the need to forward hard copies. The interface project will include a draft and final requirements document, draft and final design, draft and final test scenario, software, acceptance testing, and user documentation. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. PRISM is proprietary to Compusearch. All of the code for the software and the rights reside with Compusearch. Compusearch is the only company that can support the interface development because it is the sole developer of PRISM and there is no other company able to maintain the PRISM application. Compusearch controls the rights to PRISM. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Governments requirements within 10 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements of the contract. In addition to cost, the Government shall consider the impact to the PSC mission. Failure to submit adequate documentation will result in the Government proceeding with a sole source to Compusearch Software Systems, Inc. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation package is available for this requirement, therefore, requests for such documents will be considered invalid responses. See Numbered Note 22.
