Description

This procurement is hereby issued for commercial items to be used by the VA and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12, Acquisition of Commercial Items, Subpart 12.6 and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. Simplified acquisition procedures apply and the VA will conduct the procurement according to a combination of Parts 12 and 13. Solicitations are being requested under Public Law 104-262, The Veterans Health Care Eligibility Reform Act of 1996 and Title 38 United States Code Section 8153, with a Commercial Items format of terms, conditions, and provisions/clauses. This procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.5 test program. The NAICS code is 811219 and the solicitation is 100% Set Aside for Small Business. Provide service for energy control system at the VA Medical Center, Fayetteville, Arkansas for the period October 1, 2001 through September 30, 2002 with four one year option periods. Solicitation will be available on or about August 17, 2001. All requests for packages must be submitted in writing to the address above or by FAX to (501) 444-5031. The contractor shall provide complete maintenance service on the energy management system, to include operator work stations, building to building communication system interface, Kreuter hardware and software, 109 DDC panels, 1 multi-net controller, and associated field devices, down to and including the individual control actuators and sensors. This work shall include trouble-shooting and repair, and preventive maintenance, and system optimization on both the software and hardware portions of the entire energy management system. This contract includes all parts and labor to keep the system in full and proper operation. The Contractor shall install all new Kreuter software releases for all pc's and laptop. The Contractor shall also provide any additional software required for proper operation of the new releases (i.e., DOS upgrades, Windows upgrades, etc.).
