Description

PRESOLICITATION NOTICE: FOLSOM DAM ROAD PROCEDURES -- OPENING AND CLOSURE PLEASE NOTE: This solicitation is not ready to be issued as of this date. The Bureau of Reclamation, CCAO, 7794 Folsom Dam Road, Folsom, CA 95630 requires local unarmed guard services to open and close Dam Road pipe gates on a daily basis, 7-days per week. Anticipated period of performance will be for one year base period and four one-year option renewals. Safety Officer is requesting suggestions and proposals on procedures to perform job requirements. Upon review of proposals, the government would then select and define exact procedures and ideas best suited to perform job. Contractor would be required to furnish labor, vehicles and equipment to safely execute the daily opening and closing of road to prevent access by the public. Road closure would be initiated at 11:00 pm, and the road re-opening at 5:00 am seven (7) days per week. Contractor would furnish all portable signs and beacons necessary, excluding existing lights mounted on pipe gates. Proposals should include suggested number of employees needed to perform opening and closing; type of communication equipment to be used; any types of personal protective equipment/gear; Procedures for activation and deactivating lights and securing gates; actions to be taken in event of malfunctions of equpment; and contingency plans for employees scheduled to work but not able to report for work.
