Description
This is a REVISED SOURCES SOUGHT synopsis, previously synopsized on 15 February 2001. This is not a request for proposals and in no way obligates the Government to award any contract. The Naval Aviation Systems Team (NAST), located on the Naval Air Station in Patuxent River, Maryland and St. Inigoes, Maryland, is seeking sources to provide Administrative Support Services to include General Administrative Support Services, Mail Management Support Services, Time and Attendance Support Services, Correspondence Support Services, and Travel Support Services. These functions are currently performed by a Government in-house workforce. Private sector offerors will be assessed to determine the best value offeror for cost comparison to Government performance, under OMB Circular A-76, Commercial Activities Studies, to determine the service provider to perform the work. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the most cost effective service provider, an award will be made in accordance with OMB Circular A-76 in conjunction with all other applicable Government and Navy acquisition regulations. Personnel of the service provider (i.e. selected source) may be required to pass a specified background check, however, this process is not the process associated with obtaining Department of Defense Security Clearances nor as involved. However, this agency envisions some work will require personnel cleared at the secret level and top secret level at Patuxent River and St. Inigoes, Maryland. It is anticipated that the solicitation, soliciting full and open competition, will be released by November 2001. In addition, 30% of subcontracted dollars is to be set-aside for small business concerns. Any resultant contract is anticipated to be for a base year and up to four one-year option periods.
