Description

The IRS Small Business/Self Employed (SB/SE)business unit requires the services of a commercial contractor to provide a training facility and lodging during the period September 23-October 21, 2001. The IRS plans to train approximately 1,150 new hires as follows: approximately 600-675 Exam employees and approximately 425-475 Collection employees. Due to the number of employees and meeting requirements, the IRS desires to conduct the training in one of the following manners: Option 1-Train all employees in one centralized location or Option 2-Split the award by occupation or geographic location as follows: (1) All Examination employees in one site and all Collection employees in another site or (2) One training facility for employees from the eastern half of the country and one training facility for employees from the western half of the country. If a contractor is unable to provide both training and lodging accommodations, multiple contractors may submit joint proposals. Examples include, but are not limited to, one or more hotels paired up with a training facility, multiple hotels within close proximity to each other, and one or more hotels paired up with a convention center. The IRS SB/SE will consider conducting the training in multiple facilities in the same area if the facilities are within walking distance (e.g. 1/4 mile) of each other. The IRS requires 24 hour access to a specific number and size of meeting spaces to be used for classrooms, instructor prep areas, and support personnel. In addition, the contractor shall provide business center services, audio-visual equipment, telephone lines, internet access, secure storage areas and other information system needs, which requirements are detailed in the solicitation.
