Description

This is a notice of intent to negotiate with the Rolls-Royce Corporation (RRC), Indianapolis, IN on an other than full and open competitive basis for the procurement of up to a quantity of three Full Authority Digital Electronic Controls (FADECs) which will be integrated into the Patuxent River, MD Manned Flight Simulator Facility in order to perform crucial test and evaluation (T&E) efforts resulting from recent aircraft review and assessment efforts initiated by the V-22 Program's Blue Ribbon/Investigation Panel. The FADEC component is uniquely configured and electronically and mechanically calibrated to work with the T406/AE1107C engines designed, developed, and manufactured solely by RRC. It is essential and fundamental to the integrity of any T&E effort that the FADECs installed into the simulator be fully compatible with the T406/AE1107C engines, and are the same components used with the V-22 aircraft engines. As Rolls-Royce Corporation is the sole source producer/integrator of the T406/AE1107C engines, this requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
