Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The offeror shall provide two(2)data recorder systems with documentation in accordance with the following specifications: Specifications for RF0 3-184232,DATA RECORDER SYSTEM, TEAC MODELS GX-1, GX-AIT, AU-GXEPIO AND AR-GXPA, OR EQUAL are as follows: The over all system shall consist of two (2) data recorders each capable of recording up to 32 channels of analog DC and/or AC voltage inputs. Each recorder must be capable of being expanded up to 64 channels. Each recorder must have an AIT drive that can store up to 25 GB of recorded data. The recorders must be able to interface to a PC. The recorded data must be in a convenient PC file format for data processing with a PC. The recorders shall come with PC software to provide real-time monitoring and display of data that is being recorded. The data shall be displayed as a waveform, a bar graph, or FFT. The end user must also be able to playback and view recorded data from the AIT drive on the PC. The software shall also provide the capability to configure the signal conditioner parameters for all channels and to control the recording behavior. The recorders must provide the capability to record data directly to a PC connected to the main unit via a SCSI interface. The data file for the recorded data shall consist of a binary data file and an ASCII header file. Item 1: Data recorder main unit that can provide up to 16 channels and be capable of attaching to up 3 expansion units. The main unit will have the following: 8 signal conditioner slots capable of accepting signal conditioner cards for charge input, microphone input, F/V input , thermocouple input, dynamic strain input, pulse input, digital input and output, dc voltage input, ac voltage input, and dc voltage output 1 AIT tape drive slot 256 MB of DRAM memory 1 SCSI connector for PC interface 1 expansion bus connector to interface with an expansion unit 1 monitor channel analog output that can be configured to provide the analog output of any input channel 1 microphone jack 1 speaker jack 1 IRIG B time code input the unit shall be capable of being powered by AC voltage between 90 and 130 VAC and frequency between 50 and 400 Hz. Item 2: AIT Tape Drive: The tape drive shall be installed in the main unit (item 1) AIT tape drive slot. The AIT tape shall store up to 25 GB of recorded data. Item 3: Expansion unit shall have 8 slots providing up to 16 channels of signal conditioning. The unit shall be compatible with the main unit (item 1) and shall come with a cable. Item 4: The amplifier (signal conditioner) unit shall be compatible with the main unit (item 1). The unit shall provide the following: 2 channels of dc/ac voltage input. Input range -- +/-0.5 to 20 Vp dc voltage or +/- 0.1 to 20 Vp ac voltage Frequency response -- up to 80 kHz Low pass filter -- -48dB/octave A/D converter- 16 bit digital filter The supplier shall include operator manuals for each recorder. The installation will be done by the government. The provisions and clauses in the RFQ are those in effect through FAC 97-25. This procurement is set aside for small business. See Note 1. The NAICS Code and the small business size standard for this procurement are 421490 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center is required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by August 27, 2001 and may be mailed or faxed to NASA Glenn Research Center,21000 Brookpark Rd., MS 500-306, Cleveland, OH 44135 AND FAX NUMBER (216) 433-5489 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
