Description
The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with GATAN, for a high resolution CCD camera to be used on JEOL 3010 TEM, GATAN MultiScan 600HP MSCtm Grade B, YAG, (1kx1k pixel). The Government requires the camera to meet the following minimum requirements: (1) camera element (CCD array) shall have a pixel resolution no less than 1024x1024 and use a YAG scintillator for up to 300 keV operation; (2) read out rate of the CCD array shall be variable with the fastest read out rate between 5-8 frames a second; (3) CCD shall have a minimum dynamic range of 14-bit; (4) CCD array shall be thermoelectrically cooled to reduce signal to noise; (5) CCD array shall be automatically withdrawn into a hermetically sealed enclosure when ever the TEM high vacuum is disturbed to prevent ice formation on the CCD array; (6) CCD array shall be able to be retract ed from electron beam path using a smooth and vibration-free pneumatic drive; (7) Camera assembly shall be properly mounted ( as defined by items 8 and 9 below) to the principal on-axis port at the bottom of the JEOL 3010 TEM camera chamber and shall allow the proper mounting (as defined in 10 and 11 below) of an existing GATAN GIF 200 below the new camera; (8) installation shall be fully compatible with JEOL 3010 TEM (defined by no loss in original function and original performance specification); (9) installation shall require proper x-ray shielding to protect TEM operator; (10) installation of the new camera shall be such that the existing GATAN GIF 200 is fully compatible (defined by no loss in original function and original performance specification as listed; isochromaticity (variation of effective energy window over the entire CCD image) <2eV; distortion (ratio of deviation of the actual image position from the ideal image position to the distance from the center of the image) <3% ; energy resolution (FWHM) at an energy loss not worst than 1.5 the zero-loss value at the carbon K-edge; energy resolution (FWHM) at an energy loss not worse than 2 times the zero-loss value at any energy-loss up to 1000eV.); (11) installation shall include proper realignment of GATAN GIF 200 for 300 keV operation such that original performance specifications (see item 10 above) are met; (12) complete computer system (PC with 512 MB RAM, running Windows 2000, 18" LCD display, Zip Drive compatible with 100 Mb Zip disks, connectivity to Apple Macintosh Appleshare), proper cables, and adapter cards for controlling camera system and remote control of JEOL 3010 for auto-alignment shall be provided; (13) image acquisition and image analysis software to drive the camera shall be provided; (14) image analysis software shall include at least the following: (a) line profile plotting; (b) Fourier transformation of images using masks, particle analysis; and (c) mathematical operations on images or pairs of images; (15) image acquisition software shall include a package to autotune (at least the objective focus and objective stigmators) of the JEOL 3010 TEM remotely via RS232 port for acquisition of high-resolution images; (16) manuals for operation and maintenance for all items delivered; (17) one-year warranty; and (18) completed installation for a fully operational unit. Vendors who feel that they can provide the above item shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered.
