Description

The Broadcasting Board of Governors' International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), intends to solicit, negotiate and award a purchase order (contract) on a non-competitive basis to EarthLink for continuation of the current fractional T3 internet access services. The BBG/IBB is currently preparing a solicitation for a new ISP. However, until a new contract is awarded through full and open competition, the Agency needs to ensure that the level of internet service required by the IBB user community continues without interruption. The BBG/IBB anticipates contracting with the incumbent contractor, EarthLink, Inc for a period not to exceed nine (9) months. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253 (c)(1), Only one responsible source and on other supplies or services will satisfy the Agency's requirements. This Notice of intent is not a request for competitive price quotations or proposals. However, other interested firms or persons may express to the Government their interest in and capability to perform the above services. Any such written expressions of interest and statements of capabilities must be received by the Government by 3:00p.m. EST, August 29, 2001 in order to be considered. Oral submissions will not be accepted. A final determination by the Government not to compete this proposed acquisition, based upon any responses to this Notice, is solely within the discretion of the Government. Any information received from interested firms or persons responding to this Notice will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement.
