Description
The Naval Sea Systems Command (NAVSEA) intends to negotiate a sole source contract to Lockheed Martin Naval Electronics Surveillance Systems (LM-NESS)/Syracuse to provide engineering services not to exceed 10,000 mandays over 5 years required for the completion of the AN/SQQ-89(V)15. The contract will provide for engineering services in support of the AN/SQQ-89(V)15 as follows: (1) Integration of the AN/WLD-1 Remote Minehunting Functional Segment (RMFS) (2) Incorporation of Digital Fire Control Interface to the Aegis Weapon System (AWS) in support of the deployment of digital weapons beginning with DDG 91 (3) Incorporation of Undersea Warfare Control Functional Segment (UCFS) software changes required to interface with the new Vertical Launch System (VLS) Baseline 7 and (4) Incorporation of minor software and hardware changes to the AN/SQQ-89(V)15 (including updates to as sociated ILS and training materials) until acceptance and transfer to the Government of all AN/SQQ-89(V)15 systems manufactured by LM-NESS. The scope of this contract is limited to the AN/SQQ-89(V)15 developed by LM-NESS under contract N00024-96C-6300. The proposed contract award will be negotiated pursuant to 10 USC 2304(c)(1). LM-NESS/Syracuse is the only known source that currently possesses the in-depth technical knowledge of the equipment required to satisfactorily perform the work contemplated herein within the timeframe necessary to meet Fleet requirements. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
