- Subject: Elevated Causeway System Modular (ELCAS (M)) POC: Contracting Officer: Raymond Brothers (805) 982-6209 brothersrl@cbchue.navfac.navy.mil Technical POC and Industry Day POC: Shawn Hynes (202) 685-9017 hynessm@navfac.navy.mil Description: The Naval Facilities Engineering Command Contracts Office (NAVFACCO) is issuing this sources sought synopsis for the proposed production of the Elevated Causeway System (Modular) (ELCAS (M)) West Coast Training System (WCTS). The fabrication contract of the ELCAS (M) WCTS is expected to be approximately an $11.2 M contract. Award is scheduled to take place in the second Quarter of Fiscal Year 2002. NAVFACCO encourages all potentially interested contractors to participate in an Industry Day that will introduce the proposed production contract of the ELCAS (M) WCTS. The unclassified Industry Day will be held on 20 and 21 September 2001 at the Conference Center (Building 3430) at the Little Creek Naval Amphibious Base Norfolk, Virginia. Industry Day is structured into three sessions. The first session will be held at 0900 on 20 September 2001 and will begin with an ELCAS (M) introductory briefing. This presentation will include information on the ELCAS (M) background, technical issues, and plans for the upcoming procurement. The second session, beginning at 1300, will consist of a tour of the existing ELCAS (M). The system will not be erected, but unique components will be on-hand for viewing. Following the tour and continuing into 21 September 2001, the Naval Facilities Engineering Command's (NAVFAC) Strategic Sealift Program Office is encouraging individual one-on-one meetings with potential sources. One-hour appointments are available for potential contractors to meet individually with the ELCAS (M) Program Team. The government will respond to all contractor questions verbally during the one hour one-on-one session; written responses to contractor questions will not be provided. NAVFAC's Strategic Sealift Program asks that contractors be prepared to present introductory information on their corporate capabilities and experience. The one-on-one meetings will be held within the Little Creek Conference Center on 20 and 21 September 2001. Contractors interested in any session of Industry Day must provide their name, company, organization and/or division group, telephone number and email address to Ms. Shawn Hynes, NAVFAC Strategic Sealift Program, at hynessm@navfac.navy.mil or (202) 685-9017. Attendees must register prior to 17 September 2001. Contractors are asked to limit participation in Industry Day to no more than 5 people per company. The Conference Center will provide audiovisual equipment including VCR, computer hook-ups and overhead projectors. ELCAS (M) is an expeditionary pier facility for use where port facilities are damaged or nonexistent, or where surf conditions preclude direct discharge of cargo and equipment ashore. ELCAS (M) provides the capability to off-load containers from lighters beyond the surf zone to shore via wheeled vehicles on the elevated roadway. ELCAS (M) WCTS is a reduced size ELCAS (M). This ELCAS (M) WCTS consists of a 520-feet long x 24-feet wide beach ramp and roadway section (13 modules long x 3 modules wide), 160-feet long x 48-feet wide pier-head section (4 modules long x 6 modules wide), 160-feet long x 8-feet wide fender system (4 modules long x 1 module wide), lighting system, piling system (including pile bins), beach matting system, safety system and air actuated tractor-trailer turntable system and sufficient 20-foot ISO containers to contain all ELCAS (M) WCTS equipment except modular pontoons and piling. ELCAS (M) WCTS is constructed in a cantilever fashion from the beach out over the shore and beyond the surf zone without construction equipment and personnel entering the sea. ELCAS (M) WCTS is assembled from floating modular pontoons 8-feet wide x 5-feet high x 40-feet long fabricated steel construction with ISO container corners. Connectors are used to connect pontoon modules together, piling is used to support the system in the ground, turntable and ancillary and collateral equipment are used to reverse direction of the trucks. The pontoon modules shall be able to be handled by ISO container handling equipment. First Article Tests (FAT) shall be performed 270 days after contract award to validate the contractors manufacturing processes. After successful completion of the FAT, the contractor shall continue manufacturing other ELCAS (M) WCTS components and complete manufacturing within an additional 365 days. The work will be performed in accordance with Government furnished Statement of Work (SOW), Specifications and Drawings. Drawings are in AUTOCAD Version 14 or later format and will be accessible in .PDF format. The basic contract will be for one ELCAS (M) WCTS. This procurement will not include the construction equipment used to construct, operate and disassemble the ELCAS (M) WCTS, such as, the cranes, air compressors, Rough Terrain Cargo Handlers (RTCH), pile drivers, pile extractors, extendable boom forklifts, etc.; however it will include the rigging systems to lift and handle these pieces of equipment. Contract options are anticipated for additional roadway sections in 80-foot lengths with all ancillary equipment, piling, spare parts, enlarging the pier-head, and a second turntable. The anticipated contract type is Firm Fixed Price (FFP), and the solicitation will be Invitation For Bid (IFB). The successful contractor shall deliver the ELCAS (M) WCTS to the Naval Amphibious Construction Battalion ONE (ACB ONE), Coronado, CA, USA. A world wide web internet site is anticipated which will contain the solicitation, specifications, drawings and Government Furnished Information (GFI) that interested parties may view or download.
