- Description
- The Request for Information (RFI) process has demonstrated a minimum market interest in the privatization of the electrical distribution systems at MARINE CORPS MOUNTAIN WARFARE TRAINING CENTER, BRIDGEPORT, CA AND COLEVILLE HOUSING COMPLEX, COLEVILLE, CA. However, due to the impacts of deregulation, it is the intent of the Government to re-evaluate market interest in the privatization of the electric system at these two facilities. OBJECTIVE: The objective of this Request for Interest (RFI) is to determine if there is interest to privatize the electric systems. If interest is found, that system(s) will be analyzed to determine if it is economically advantageous to the Government to privatize the system(s). It is envisioned that this transfer would include all responsibility for operation and maintenance (including all equipment, manpower, and overhead), repair and replacement, capital improvements to the system, obligation to provide adequate service, and related environmental compliance. BACKGROUND: The Marine Corps Mountain Warfare Training Center (MCMWTC) and its supporting housing complex, Coleville Housing Complex (CHC) are located in the Sierra Nevada Mountains near the towns of Bridgeport and Coleville, respectively. MCMWTC has approximately 300 permanent residents with up to an additional 1,000 personnel intermittently. CHC has approximately 500 year round residents. MCMWTC operates most of the electrical distribution system throughout the Base. The MCMWTC property is owned by the Department of Agriculture and an agreement for the sale of utilities will need to be finalized before sale can occur. SYSTEM DESCRIPTIONS: An inventory and description have been generated for the utility system and its components. The inventory and description were based on available information in a short time period. No survey was done. If market interest is determined, it is the intent of the Government to perform a formal survey of the utility system(s). MCMWTC: Electrical power is supplied by Southern California Edison (SCE) from one connection point off Highway 395. SCE owns the primary electrical system up to and including the eight (8) 480V transformers on the base. The Government owns the remaining secondary system. The electrical system at MCMWTC was modified in late 1999 to an underground system. A new 15 KV emergency generator with associated switchgear and meter were installed at point of SCE connection. The system is comprised mostly of 15 KV and 600 volt cable in 3" and 4" conduits. Various transformer pads and vaults are located throughout the camp. Operation and maintenance are currently performed by civilian personnel. CHC: The electrical system at CHC is underground and a portion of the system is owned by Sierra Pacific of Reno, NV. A breakdown of the system ownership is being reviewed and verified. The system has one connection point off Highway 395. The system is comprised mostly of 15 KV and 600 volt cable in 3" and 4" conduits. Various transformer pads and vaults are located throughout the housing complex. Operation and maintenance are currently being performed by Sierra Pacific. APPROACH: The purpose of this RFI is to determine if there is interest in the ownership and operation of the electrical systems located at MCMWTC and CHC. This RFI is one component of a process in the Department of the Navy's Utilities Privatization Plan intended to evaluate if it is economically advantageous to the Bases to privatize the utility systems. Should insufficient interest be identified for a privatization action, it is anticipated that no formal solicitation for proposals will be issued. Furthermore, if no interest is expressed by SEPTEMBER 4, 2001, for these electric systems, it is the intent of the Navy to pursue economic exemptions as allowed by the Defense Reform Initiative Directive (DRID) #49 for these systems. Interested parties shall indicate in their Statement of Interest which electrical system(s) they are expressing interest in (MCMWTC or CHC or both). Should there be interest in the system(s), a Request for Proposal will be issued on or about September 24, 2001 and the proposed solicitation will be unrestricted under the North American Industry Classification System (NAICS) code of NAICS 221122, Electric Power Distribution, with a size standard of 4 million megawatt hours. The solicitation will be a competitive Request for Proposal using Best Value Source Selection contract procedures found in the Federal Acquisition Regulations Part 15. This solicitation will be open to all business concerns, including Cities and Municipalities. The entire solicitation will be released solely on the Naval Facilities Engineering Command electronic solicitation website, www.esol.navfac.navy.mil, (paper copies will not be available).
