- Description
- A formal Request for Proposal (RFP) for Cluster 1 of the Joint Tactical Radio System (JTRS), managed by PM Tactical Radio Communications System (TRCS), will be released on or about 31 August 2001. One contract will be awarded for a systems engineering prime contractor who will be responsible for developing and/or acquiring numerous Software Communication Architecture compliant waveforms, defining common form-fit-and-function configurations for vehicular and aviation versions of the JTRS hardware, and successfully porting the waveforms to JTRS hardware produced by two different developers of its choosing. The systems engineering prime contractor will be excluded as a source for manufacture of the Cluster 1 JTRS radio sets. The contract will include a Design and Development Phase, with an option for Low Rate Initial Production. It is expected that the following deliverables will be required during the Design and Development phase of the contract: The quantities listed below are required for Early Operational Assessment. Air Force TACP: Approximately Four (4) Five-Channel JTR Sets Army Aviation: Approximately Fourteen (14) Eight-Channel JTR Sets Army Vehicular: Approximately Ten (10) JTR Sets consisting of Four (4) Five-Channel JTR Sets, Two (2) Four-Channel JTR Sets, Two (2) Three-Channel Sets, Two (2) Two-Channel JTR Sets The quantities listed below are required for PQT/DT/OT and Limited User Test. Air Force TACP: Approximately Twenty (20) Five-Channel JTR Sets Army Aviation: Approximately One Hundred (100) Eight-Channel JTR Sets Army Vehicular: Approximately One Hundred Forty (140) JTR Sets consisting of Twenty (20) Five-Channel JTR Sets, Twenty (20) Four-Channel JTR Sets, Forty (40) Three-Channel JTR Sets, and Sixty (60) Two-Channel Sets It is expected that the following deliverables will be required during LRIP option phase of the contract: FY 05 Air Force TACP: Fifty-Six (56) Five/Six-Channel JTR Sets Army Aviation: One Hundred Eleven (111) Eight-Channel JTR Sets Army Vehicular: Two Thousand Five Hundred (2500) JTR Sets consisting of One Thousand Six Hundred Forty-Five (1645) Two-Channel Sets, One Hundred Fifty (150) Three-Channel Sets, Three Hundred Eleven (311) Four-Channel Sets, Three Hundred Twelve (312) Five-Channel Sets, Eighty One (81) Six-Channel Sets, and One (1) Seven-Channel Set FY 06 Air Force TACP: One Hundred Thirty-Eight (138) Five/Six-Channel JTR Sets Army Aviation: One Hundred Sixty-Six (166) Eight-Channel JTR Sets Army Vehicular: Eight Thousand Five Hundred (8500) JTR Sets consisting of Four Hundred (400) Two-Channel Sets, One Thousand Six Hundred Sixty-Five (1665) Three-Channel Sets, One Thousand Five Hundred Twenty (1520) Four-Channel Sets, One Thousand Four Hundred Forty-Four (1444) Five-Channel Sets, and Four Hundred Seventy-One (471) Six-Channel Sets There may be some requirement for a multi-channel radio to be used by A2C2S. Further information about this requirement will be provided as it becomes available. In addition to hardware, the selected contractor will be responsible for the delivery of all waveforms listed in the Statement of Work and PRD and one optional waveform. Ancillary items, including installation kits and spare parts, in varying quantities to be determined by system design, will be required for both phases. The selected contractor will also be responsible for the delivery of various engineering design plans/reports and contract management/cost plans and reports. The selected contractor will be responsible for test support, training, and field and engineering support of the equipment. This program has been selected for implementation of the DoD Challenge Program. The RFP will be posted on the IBOP (https://abop.monmouth.army.mil) under DAAB07-01-R-C603.
