- Description
- This is a combined synopsis/solicitation for Pass Management Photo/ID software for Fort Benning, Georgia. This combi ned synopsis/solicitation is being prepared in accordance with the procedures and format of FAR Subpart 12.6, as supplemente d with additional information included in this notice. This software has been developed for the use of the Army Child and Y outh Programs especially for Fort Benning and is thus a sole source vendor (Vermont Systems, inc.). This announcement const itutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 4TEF21016599 and is issued as a request for proposal (RFP) under ITSS at https://it-solutions.gsa.gov/. RFP is d us August 17, 2001. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisitio n Circular 97-27. This requirement is not being set-aside. The deliverable due date is less than the 45 days in Note#22. Delivery will be made to Mrs. Addison, DCA, Information Manag ement Office, Fort Benning, GA 31905. The following clauses apply to this acquisition: 52.212-1 Instructions to Offerors? Commercial; 52.212-2 Evaluation ? Commercial Items, award will be made to the offeror who best meets the technical requireme nts at the lowest price; 52.212-3 Offeror Representations and Certifications ? Commercial Items; 52.212-4 Contract Terms and Conditions ? Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (a ); (b) 0(1), (3), (6), (7), (8), (9), (10), (16). All responsible sources may submit a proposal, which shall be considered by the agency. Proposals, representations and certifications may be submitted via email to the rosa.Debro@gsa.gov or faxed to (404)331-6130. NOTES: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate wit h only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all prop osals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information r eceived will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
