Description

This is a synopsis for commercial items. Quotes are being solicited for this procurement. A written solicitation document will not be issued. The solicitation number for this procurement is DCA100-01-T-4037. The North American Industrial Classification System (NAICS) Code is 334111. The size standard is 1,000 employees. The Defense Information Systems Agency (DISA) intends to award an order for the purchase of two (2) Sun Servers, which are required for the ongoing maintenance, design, development and testing efforts of the Status Resource and Training System (SORTS), Global SORTS (GSORTS) the Readiness Assessment System (RAS) Output Tool (RASOT) and the RAS Input Tool (RASIT). The Sun Enterprise 450 and the Sun Enterprise 3500 are required hardware for this project. All pricing shall be FOB Destination with Inspection and Acceptance by the Government at Destination. Delivery shall be to the Defense Information Systems Agency, ATTN: D611 (Meridith Phillips) PH: (703) 681-2115, Building 15, 701 South Courthouse Road, Arlington, VA 22204-2199. Offerors shall propose the delivery schedule. However delivery must be no longer than 60 days after receipt of order. The Government will award an order resulting from this solicitation on the basis of price alone. The low Offeror whose quote conforms to the specifications shall be the recipient of the award. The successful Offeror shall complete a copy of the representations and certification at provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. DFARS 252.204-7004, Required Central Contractor Registration applies to this procurement. All Offerors shall ensure compliance with this regulation. The successful Offeror may obtain a copy of the SF1449, Solicitation/Contract/Order for Commercial Items, Representations and Certifications by submitting a request via email to the Contract Specialist, Constance D. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes that descend in price during the specified period of time. All responsible sources may submit a quote/offer to the Defense Information Systems Agency by using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on line for DCA100-01-T-4037. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The Contracting Office shall set the starting price for reverse auction bidding the day of the reverse auction. The reverse auction will start on August 14, 2001 and end on August 21, 2001.
