Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation # F7390011930100 is issued as a (RFQ) request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The resulting award is set aside for small business set-aside program. The NAICS Code is 235940 with an $11.5 M size standard. WORK IS EXPECTED TO START WITHIN 7-10 DAYS OF AWARD AND BE COMPLETED WITHIN 30 DAYS FROM AWARD. A MANDATORY SITE VISIT IS SCHEDULED FOR 27 AUG 01 AT 9 AM. DEMOLITION OF ONE MILITARY FAMILY DUPLEX UNIT located at 1814 O?Neal Street, Charleston Air Force Base, SC is to be performed. Contractors shall submit a LUMP SUM proposal for the BASE PRICE, Line Item #0001 and separate cost for the ESTIMATED QUANTITIES on Line item #0002 and #0003 for the total proposed price with cost per SF or LF for each of the ESTIMATED QUANTITIES items: (0002) Remove asbestos tile and mastic, hauling and dumping asbestos containing material using wet method (0003) Remove asbestos transite. (See schedule. Specifications can be downloaded on Electronic Posting System website eps.gov . "Estimated Quantities cover asbestos work that may be encountered above and beyond the statement of work. The contractor will verify quantities and coordinate with the government representative prior to the removal of these items. Contractor will invoice only for the quantities agreed to by the government. The remaining quantities will be deducted from the contract at the end of the contractor's performance." The following clauses and provisions are incorporated and will remain in full force in any resultant award: FAR 52.212-1, Instructions to offeror- Commercial Items is incorporated by reference and applies to this solicitation; The provision 52.212-2 Evaluation Commercial Items is applicable to this award. The government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance and (2) Price. When past performance and price are combined they are equally as important. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent relevant projects. The award will result in a firm fixed priced purchase order. In accordance with FAR 52.212-3 a current Offeror Representations and Certifications (Reps and Certs) must accompany offer submitted.
