- Description
- This is a combined synopsis for commercial items prepared in accordance with FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation RFQ 674-01-44. RFQ 674-01-44 should be referenced on all quotes. The NAICS is 541511 and the small business size standard is $18 million dollars. The solicitation document provides incorporated clauses that are in effect through Federal Acquisition Circular 97-27. The Central Texas Veterans Health Care System (CTVHCS) intends to negotiate a sole source procurement with 8e6 Technologies, 828 W. Taft Avenue, Orange, California 92865. The Internet Filter Network Appliance (IFNA), invisible to the user, allows the firewall to adapt to any Firewall program, which makes this IFNA unique. Additionally, the IFNA is scalable and has the ability that denies access to pre-selected Internet Web sites (HTTP), Internet FTP (FTP), Internet News Groups (NNTP), and denies searches using pre-selected words within Internet Search Engines. Additionally the IFNA will prevent access to selective ports (services) such as IRC chat, ICQ, Real Video, Real Audio, etc. and automatically filters proxy servers that prevent bypassing the system and integrates with RADIUS servers for authentication. The IFNA is a customizable individual filtering profile for end users that has VPN capability, supports IP/OOIP tunneling, automatic daily library updates of new categorized sites are included as well as selective category filtering, and selective user/group filtering by IP or username. The IFNA has individual filtering profiles for dynamic IP's, details reporting of Internet usage, by user or by organization, has fail-safe routing, supports multiple Access Denied Messages, and is able to filter 99% of requests at 80Mbytes of outbound requests, an average of 1,000 requests per second, 3.6 million requests per hour on a test network. The IFNA is able to filter 100% of requests at 20Mbytes of outbound requests, approximately 250 requests per second, 900,000 requests per hour on a test network and block inappropriate material occurring within 30 milliseconds or less of a request being made. Warranty provides on-site training for CTVHCS employees that will perform the testing as well as a 12-month warranty to include parts and labor. A three-year subscription of the software is included. If submitting a quote on brand name equal, adequate technical information shall be submitted with the quote for the Government's complete evaluation. Failure to submit adequate technical information shall include but not be limited to technical specifications, product availability, product picture, product features, etc. Quotations shall be submitted on an "all or none" basis. Partial quotations shall be rejected. All quotations state delivery time, F.O.B., F.O.B. point, shipping weight and cost, if any. Offerors shall provide a complete set of provisions with proposal found at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items. Provisions and clauses found at 52.212-1, 52.212-4, 52.212-5 and 852.210-77 also apply. Upon request, the Contracting Officer will make their full text available. Additionally, the full text of a clause may be accessed electronically at http://www.arnet.gov/far or http://www.va.gov/oa&mm/vaar. Quotation shall be submitted to the address listed herein and directed to the attention of Sandra Hallmark (674/004BPC). If no feasible responses are received by 3:00 p.m. Central Daylight Savings time on Wednesday, the 29th day of August 2001, procurement will be made with 8e6 Technologies. The solicitation number (RFQ number) shall be listed on the outside of your response for identification. See numbered Note 22. Faxed proposals will NOT be accepted and CTVHCS will NOT be responsible for any failure attributed to the transmission or receipt of said proposals.
