Description
The Environmental Protection Agency is seeking technical support for the Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP) in the Clean Air Markets Division (CAMD). Support will be required to provide systems and performance survey services to assess and aid in the performance of the nationwide network of National Atmospheric Deposition Program (NADP) collection stations, which include acid deposition wet collection stations in the National Trends Network (NTN), wet deposition collection stations in the Atmospheric Integrated Research Monitoring Network (AIRMoN), and mercury collection stations in the Mercury Deposition Network (MDN). At the present time there are approximately 300 collection stations that are part of these networks and their numbers are expected to increase. There are currently 229 sites in the NADP/NTN network, 59 in NADP/MDN, including 22 that are collocated at NTN sites, and 11 in NADP/AIRMoN, including four that are collocated at NTN sites. EPA is one of the lead participating agencies to NADP, a multi-agency nationwide network, which collects and analyzes data on the chemistry of precipitation for monitoring geographic long-term trends. The surveys are undertaken to provide quality assurance pertaining to siting, sample collection and handling, equipment operation and maintenance, record keeping, reports and field laboratory procedures. Site performance survey reports for the networks must be compatible with, and capable of, being electronically transferred to the data base maintained by NADP and be able to be converted, containing every item on the network performance survey reports. The surveys are essential to providing the quality assurance for NADP's data analysis and require a high level of skill in air quality audits and quality assurance and control and data management. The contractor will be responsible for selecting sites for survey and initial communications, making pre-trip travel and other preparations, conducting site surveys, providing technical assistance to site operators, and conducting maintenance. It is anticipated that the resultant contract will be firm-fixed price with a one-year base period and four one-year option periods. The RFP will be issued on or around September 7, 2001 with proposals due 30 days after issuance of the solicitation. This requirement is a total small business set aside. The applicable NAICS Code is 541620 with a size standard of $5 million. As it becomes available, information regarding this procurement will be posted on the World Wide Web at http://www.epa.gov/oam/hpod. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted at this same web site.
