Description
Produce fall aerial photo with airborne GPS and airborne IMU data of New River Gorge National River, Bluestone National Scenic River and Gauley National Recreation Area. (Approximately 85,812 acres). Submit faxed quotations to "Contracting" at (304)465-5463, or mail to NPS, Contracting, 104 Main St., Glen Jean, WV 25846. QUOTATIONS ARE DUE SEPTEMBRER 4, 2001, BY 2:OO p.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional informtion included in this notice. This announcement constitues the only solicitation; quotations are being requested and A WRITTEN SOLICATION WILL NOT BE ISSUED. This solication document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-21. Applicable FAR clauses are incorporated by reference: Prompt Payment 52-249.1 (4/84); Fixed Price 52.243-1 (8/87); Evaluation -- Commercial Items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 (1/98); Service Contract Act of 1964 as amended; Price Evaluation Adjustment for Small Disadvantaged Business Concern 52.249-1; Contract Terms and Conditions -- Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items 52.212-5 (10/98). There are six projects. Quote each project separately. PROJECT 1: Fall aerial photos with airborne GPS data of the New River Gorge National River (NERI)- approximately 70,327 acres). Project 2: Fall aerial photos with airborne GPS and airborne IMU data of the New River Gorge National River. Same specifications as project 1 but with the additoin of airborne IMU data collection and deliverable. Project 3: Fall aerial photos with airborne GPS data of NERI, as well as Bluestone National Scenic River (BLUE) and the Gauley River National Recreation Area (GARI) -- approximately 85,812 acres. Same specifications as project 1 but with the addition of the Bluestone and Gauley. Project 4: Fall aerial photos with airborne GPS and airborne IMU data of NERI, as well as Bluestone NSR (BLUE) and Gauley River NRA (GAR). Same specifications as project 3 but with the additoin of airborne IMU data collection and deliverable. Project 5: Fall aerial photos with airborne GPS data of Bluestone NSR and Gauley River NRA -- approximately 145,484 acres. Same specifications as project 3, but for Bluestone and Gauley only. Project 6: Fall aerial photos with airborne GPS and airborne IMU data of Bluestone NSR and the Gauley River NRA. Same specifications as project 5, but with the addition of airborne IMU data collection and deliverable. PURPOSE OF PROJECT: To produce leaf on aerial photography with airborne GPS data (and airborne IMU if selected) of the entire parks while leaves are changing colors. PARK SIZES: New River Gorge National River, approximately 70,327 total acres; Bluestone National Scenic River, approximately 4,336 total acres; and Gauley River National Recreational Area, approximately 11,149. Boundary files are available. Call Richard Easterbrook, (804)732-0171. SPECIFICATIONS: 1. Vertical photographs (<3% tilt) of entire park will be taken from the air. 2. Photos will be taken in mid October 2001, during senescence (leaves changing colors). 3. Photos will be 9 inches x 9 inches in color infrared transparencies. Color IR positive film will be used. 4. Photos will be stereo pairs with a minimum of 60% endlap along flight lines and 30% sidelap between lines. Photographs on park edges should have at least 30% of their side coverage outside the park boundary and 60% of their end coverage (along lines) outside the park boundaries. 5. Target scale will be 1:12000. 6. None of the area should be photographed road line style (i.e. following the road directly); want straight flight lines. 7. Airborne GPS data will be collected (useable for National Map Accuracy Standards, Class 1 data generation). 8. A photo index will be produced with flight lines and photo centers. 9. Photographs should be oriented North/South or East/West if reasonable to do so. (Include cost differece if park lends itself to NE/SW etc.) 10. Weather conditions will be such that cloud shadows will be so minor and infrequent that any impact on visibility of ground features will scarcely be noticed. 11. The x-axis of the photographs should be parallel or near parallel to the line of flight (minimal to no crab). 12. Leaf on photography should be taken as close to midday as possible to minimize shadows. 14. Photographs should be labeled with flight line and frame number and date and time. DELIVERABLES: 1. Individual color infrared 9x9 transparencies of entire park; 2. A photo index with flight lines and photo centers; 3. Airborne GPS data; 4. Airborne IMU data, if applicable (Porjects 2 and 4); 5. Photos are deliverable 30 days after flight; 6. Copy of camera calibration certificate.
