Description
Contractor shall furnish all necessary labor, tools, equipment, materials, transportation, supervision and all other essentials necessary to perform operations of a Contractor Operated Parts Store (COPARS) for the furnishing of automotive and related vehicle parts and accessories to support the vehicle fleet and miscellaneous equipment at Cannon Air Force Base, New Mexico. Contractor is required to set-up and maintain a store in a Government-owned facility. All work shall be accomplished in accordance with the Statement of Work (SOW). This service is being acquired under the acquisition of commercial item procedures. This is a requirements type contract with a performance period of 1 Oct 01 or date of award, whichever is later, through 30 Sep 02 with four (4) one-year options. This proposed procurement is under a 100 percent Small Business Set-Aside. The North American Industry Classification System (NAICS) for those concerns and its affiliates is 421120 and is defined as a concern whose average number of employees for the preceding three fiscal years did not exceed 500 employees. Request for Proposals will be tentatively issued on or about 22 Aug 01 with receipt of proposals tentatively scheduled on or about 20 Sep 01. For evaluation purposes, Offerors submitting proposals are required to include not less than three (3) verifiable previous projects performed in the last two (2) years. Past performance information shall be used in evaluation for award and should include sizes of projects, points of contacts and locations. For the purpose of award, offers will be evaluated based upon the following factors, listed in descending order of importance: (1) Past Performance and (2) Price. Price will be evaluated for realism, completeness and reasonableness. The past performance factor noted in this section will be considered more important than price. Offerors are cautioned that award may not be made to the Offeror submitting the lowest cost. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Therefore, proposals should be submitted in the most favorable terms for both evaluation factors. All responsible sources may submit an offer which will be considered.
