Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Requisition # F1310412180100 is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is a 100% set aside for small business concerns. The NAICS code for this acquisition is 334310. The small business size standard is 750 employees. All work shall be performed in accordance with the following statement of work: A. SCOPE OF WORK: The contractor shall provide all management, tools, supplies, materials, equipment, labor, and inspection necessary to procure and install new Crisis Action Team facility visual presentation equipment in building #169, at Charleston Air Force Base (AFB), South Carolina. The contractor must remove old ceiling mounted projectors/equipment, mounts, cables and wiring. Contractor shall coordinate with Contracting Personnel and 437 AW/XP to ensure new equipment operations functionality requirements are met prior to contract award. Contactor will provide warranty and technical assistance before, during and after installation. B. RESPONSIBILITY OF CONTRACTOR: The contractor shall replace the existing Crisis Action Team projection system. System has inputs from four desktop computers, six notebook computers, one ?Elmo? overhead projector (TV camera), cable TV, and three flightline monitors (closed circuit TV). Current projectors are three Sony 1270 series projectors. Replace with three LCD projectors (1024X768, 2500 lumen, 700:1 contrast). Setup is for rear projection. Provide 2 spare bulbs per projector. The contractor shall provide one matrix switcher (16X8 with audio). Must tie in with existing amp, mixer board, and speakers). The contractor must provide two new wall mounted VGA computer interfaces in the area of the podium. Need to add quad type input for three flightline monitors to be routed to one input of matrix. Cables from switcher to projectors must be 100 feet long to allow future relocation of equipment. Cables from switcher to wall mounted VGA computer interfaces must be 100 feet long to allow future relocation of equipment. The contractor must remove old ceiling mounted projectors. The contractor shall provide new equipment, mounts, mounting materials, all cables, interfaces, labor and miscellaneous materials required to make system work as required. The contractor shall visit building #169 and meet with 437 AW/XPO and contracting personnel to become familiar with all details of the user?s operational capabilities / requirements pertaining to the Audio Visual display in the Crisis Action Team Facility. The contractor must conduct a site survey to verify all details/critical dimensions of rear projection screens/systems. The contractor shall provide a detailed schematic diagram and list of equipment prior to award, as part of the solicitation process. C. IDENTIFICATION: Contract personnel working on Charleston AFB, SC shall be easily identifiable while performing their duties. D. GENERAL INFORMATION: FIRE SAFETY: If welding is required, all welding and burning operations necessary for the completion of this contract will be accomplished in strict compliance with CAFB Safety standards. The Contractor shall obtain a burning permit from the Base Fire Department prior to welding, burning or cutting operations each day. The permits are the only acceptable authorization for welding, burning or cutting operations at CAFB. FIRE EXTINGUISHERS: During welding/burning operations, the Contractor shall provide/have available fire extinguishers in accordance with NFPA standards. In no case shall less than two fire extinguishers be available where welding, cutting or burning is being performed. Interposed shields of incombustible materials shall be used to protect against fire damage due to sparks and heat. If temporary heating devices are used, a watchman shall be provided by the Contractor to be present during those periods when no other contractor workmen are at the work site. HOUSEKEEPING: The Contractor shall maintain housekeeping practices that reduce the risk of fire, damage and personal injury. Scrap materials, rubbish and trash (created by the Contractor) shall be removed at least once each day from the work area. The contractor shall arrange for the disposal of all debris and refuse associated with the removal and installation of new equipment. ENVIRONMENTAL & HAZARDOUS MATERIALS HANDLING: The Contractor must have (at the work site) a Material Safety Data Sheet (MSDS) for any chemicals brought on base for the purpose of fulfilling the requirements of this contract. This includes materials such as oil, grease, paint and the like. Such materials are to be handled, used, and disposed of by the Contractor in accordance with all local, state, and federal requirements. E. SITE SURVEY: A site survey is mandatory, and currently scheduled for 23 Aug 01, at 1:00 P.M., 101 E. Hill Blvd, Bldg #503, 437 Contracting Squadron, Charleston AFB, SC, 29404. All interested parties SHALL contact our office Not Later Than 4:30 p.m., 22 Aug 01, with the names of the personnel and company that plan on attending. Failure to do so may delay the process of notifying the Security Forces Installation Entry Controller, thus delaying or prohibiting your access to the base. F. CLAUSES AND PROVISIONS: The provision at FAR 52.212-1,Instructions to Offerors- Commercial Items,is applicable to this solicitation. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items? FAR clauses 52.212-4, Contract Terms and Conditions, Commercial Items; 52.253-1, Computer Generated Forms; 52.219-6, Notice of Total Small Business Set-Aside, and 52.223-3, Hazardous Material Identification & Material Safety Data are applicable to this solicitation.
