Description

DESC: THIS IS A REQUEST FOR PROPOSALS (RFP). The National Environmental Satellite, Data and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for a new 406 Mhz Beacon Simulator for use in the Cospas-Sarsat program. The new Beacon Simulator will provide the Sarsat program with the ability to simulate up to 256 406 MHz user programable Sarsat beacons. The various RF parameters will be user controllable as described in the Statement-of-Work. The beacon simulator will be used to commission MCCs and LUTs, develop system capacity models, and diagnose system problems. The Government shall make a single award to the Offeror whose offer is considered to technically acceptable lowest price to the Government. The resulting contract will be Firm-Fixed-Price. The Request for Proposals (RFP) and Section "J" Attachments, including J-1, "Statement-of-Work" will be issued on or about August 17, 2001 at the following URL:http://www.osd.noaa.gov/beacon. Standard Industrial Classification (SIC) 7373, size standard is $18 million. All responsible sources may submit a proposal. The due date is September 17, 2001 no later than 1:00 P.M. EDT.
