- Description
- NOTE: The Environmental Protection Agency intends to award a sole source contract to National Academy of Sciences (NAS), pursuant to 41 USC 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The Office of Air and Radiation (OAR), Office of Air Quality Planning and Standards (OAQPS), has a requirement for an independent, unbiased, scientifically credible assessment of air emissions from animal feeding operations (AFO). The primary purpose of this effort is to provide an independent evaluation of the scientific issues related to characterizing the AFO industry, measuring and estimating emissions, and analyzing potential best management practices, including costs. EPA requires an independent, objective, impartial, scientifically credible review of the scientific issues, including recommendations, related to characterizing the swine, beef, dairy, and poultry AFO industry; measuring and estimating emissions; and analyzing potential best management practices, including costs and technological feasibility. The operating principles of the NAS, as foreseen by Congress in its establishment, is to ensure an unbiased, independent, and scientifically credible review unlike any other entity. The EPA anticipates that a cost-reimbursement completion type contract will be awarded. NAICS code 541620 applies with a size standard of $5M in average annual receipts over the last three years. Interested parties who believe they are qualified to perform this effort must submit a written narrative statement of capability within 15 days of this notice to Maggie Dougherty at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Capability statement should address the following: 1) Demonstrated expertise in agricultural waste management engineering, emission measurements, emission modeling, and agricultural waste treatment technologies and practices, 2) Demonstrated impartiality by being an organization who does not receive or envision receiving future funds for agricultural related activities or who does not hold interests in agriculture related activities, 3) Demonstrated ability to provide an independent, unbiased, objective, and impartial review, 4) Demonstration that offeror does not hold any interests in an agricultural research program, yet has the expertise necessary to perform agricultural waste management analysis related to air emissions. Offerors must provide a list of contracts and subcontracts completed during the past three years and those currently in process. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with the National Academy of Sciences.
