Description
The Fleet and Industrial Supply Center, Norfolk Detachment, Washington, DC has a requirement for the Office of Clinical Laboratory Affairs, Rockville, MD to provide laboratory accreditation and proficiency testing services for Navy medical laboratories CONUS and OCONUS. Laboratory compliance with the Clinical Laboratory Improvement Amendments of 1988 (CLIA) is required. Minimal conditions for laboratory certification to perform testing of human specimens must be provided in accordance with the DoD Clinical Laboratory Improvement Program (CLIP). Services include professional accreditation of medical laboratories operated by the U.S. Navy Bureau of Medicine and Surgery and the assessment of each Navy laboratory through analysis of proficiency testing surveys. The accreditation program must be approved by the Health Care Financing Administration (HCFA). The offeror must be approved by HCFA to inspect all laboratory disciplines (specialities and subspecialities). Services also include but are not limited to; Annual Inspections, and An External Proficiency Testing Survey Program. Award of a Firm Fixed Price contract is anticipated. The contract will consist of a base year and two one year option periods. The FAR clauses 52-217-9 "Option to Extend Services" (AUG 1989) and 52-217-8 "Option to Extend Services" (AUG 1989) will be included. This is a commercial item procurement and FAR Part 12 and FAR 13.5 procedures will be used for this requirement. The requirement is unrestricted, full and open competition. The Federal Supply Code (FSC) for this requirement is Q301. The North American Industry Code (NAICS) is 621511. Release of the solicitation is expected during the last week of August.
