- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), Division of Knowledge Development and Systems Change (DKDSC), intends to award a sole source acquisition to the National Association of State Mental Health Program Directors, 66 Canal Center Plaza, Alexandria, VA. The purpose of this project is to concentrate the efforts of the National Association of State Mental Health Program Directors/National Association of State Alcohol and Drug Abuse Directors (NASMHPD/NASADAD) Co-Occurring Task force on identifying strategies that can improve services for persons with either serious mental illness or substance abuse and co-occurring less serious disorders. The products of the project will be a synthesis of the current state-of-the art concerning treatment of the above referenced target populations and to develop a strategy for achieving adoption of best practices in treating these individuals in public mental health and substance abuse treatment service systems. Specific Objectives: The project has several specific objectives: ? to reconvene the NASADAD/NASMHPD joint workgroup to forward the agenda for change developed under previous contracts; ? to synthesize the current state-of-the-art of treating persons with serious mental illness and less serious substance abuse and persons with serious substance abuse and less serious mental illness; ? to support development of a Strategic Plan for Improved Services for Persons with serious mental health or substance abuse disorders and less serious co-occurring illness; and, ? to obtain NASMHPD and NASADAD's membership support for the Plan. The NASMHPD is the only contractor that can provide the required services and as such is the only contractor in a position to carry out the work necessary to complete the proposed project. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties capable of meeting this need shall respond, in writing, addressing their ability to meet the stated objectives of the project. All responses received within 10 days after the date of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct this requirement as a competitive procurement. A determination by the Government not to compete this requirement following review of responses to this notice is solely within the discretion of the Government. Requests for solicitation packages will be considered nonresponsive. All submissions are to be sent to Sophia Janus, at the address above, referencing 01M008821. This acquisition is being made utilizing FAR Part 13, Simplified Acquisition Procedures.
