- OR FS ERFO 99(1)-13(7), SIUSLAW NF ROADS, Siuslaw National Forest, Lincoln, Lane, and Tillamook Counties, Oregon. Initial notice posted to Commerce Business Daily CBDNet on August 7, 2001 and printed issued date of August 10, 2001. BY ISSUE OF THIS MODIFICATION WE ANNOUNCE THIS SOLICITATION AS FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. Presolicitation notices are being sent to firms on this agency's mailing list concurrently with the publication of this synopsis. This work consists of grading, drainage, base, and paving at 15 sites throughout the three counties. The project consists of construction survey & staking; contractor sampling & testing; construction schedules; temporary traffic control; 500 m silt fence; 150 m wattle; 2 ha clearing & grubbing; removal of 3 single-span bridges; 15,000 cu m excavation & embankment; 1,000 sq m earthwork geotextiles; 6,700 m roadway obliteration; 6,000 cu m borrow; 60 cu m riprap; 100 sq m geotextile reinforced earth wall; 1,700 ton minor crushed aggregate; 150 ton minor hot asphalt concrete; 260 m culverts; 40 m underdrains; 130 m asphalt curb; 100 m horizontal drains; 10 slry units seeding & mulching; 400 flagger hours; 400 pilot car hours; and other smaller items of work. Work shall be completed by November 1, 2002. Estimated price range is between $500,000 and $1,000,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
