Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-031-4384-01 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 97-25. Procurement will be on an unrestricted basis. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a need for a benchtop flow cytometer to be used for work with human pathogenic bacteria. Critical specifications are: 1. Argon ion laser with 488 nm light output with interference bank pass filter for 488 nm. 2. Front and side scatter detection capability using photomultiplier tubes and fluorescence parameters, with options for up to 8 additional photomultipliers. 3. Interchangeable longpass (barrier) and bandpass (interference) filters for the following wavelengths, equivalent to OG 515 nm, RG 630 nm, EM 520 nm, and EM590nm. 4. LED arrays for display of incoming signals. 5. CCD camera for display of sample flow. 6. Computer controlled pumping of sheath fluid with adjustable flow rate, up to or greater than 1 ml/min to allow variation in count rates. 7. Controlled sample volume for absolute cell counting to determine cell concentrations. 8. Biosafety system to prevent cross contamination between runs, clean function for backflushing. 9. Computer and software for reader control and data. Software must be MS Windows operating system compatible with current lab computers, pentium II/800 Mhz or botter, 128 meg RAM. 10. Software supports double precision (64 bit arithmetic) for precision with large cell numbers. 11. Multiparameter gating system with storage of gating protocols. 12. Acquisition rate of >=3D10,000 events/sec, with preset particle number or/or time parameters. 13. Support for multiple optical channels. 14. Overall size not to exceed 1.5 ft length x 1.25 ft width. Delivery is required within 8 weeks of award. Delivery is FOB Destination to Raleigh, NC. Descriptive literature showing the quoted item meets or exceeds all specifications included herein must accompany the quotation . The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 and a statement that the VETS-100 report as required by FAR 52.222-37 has been filed. The following FAR clauses apply : Instructions to Offerors-Commercial Items, 52.212-2, Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-37, 52.225-3, 52.225-3, 52.225-9, 52.225-18, 52.225-21, 52.247-64.
