Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for: Qty 1 -- each 1. Microscope interface unit containing support electronics needed for microscope and detector interfaces. 2. Computer system shall consist of the following: Dual Intel Pentium III CPU running at 800 MHz PCI motherboard 256 MB DRAM 18.4 GB SCSI hard disk drive 128-bit AGP video card 21" RGB monitor Computer chassis w/300 watt power supply 3.5" 1.44 MB floppy disk drive 8x8x24 SCSI CD-RW Drive 250 MB Zip Drive Mouse 105-key extended keyboard Ethernet 10/100 network interface card Windows 2000 Microsoft Office 2000 Professional Mobile compact workstation for computer 3. Control software running under Windows 2000, including: Support for Integrated spectroscopy, imaging, processing, and acquisition. Interaction with other Microsoft Windows applications using the clipboard. Printing using any Microsoft Windows compatible printer. Network access for importing and exporting files from/to remote network systems. 4. Scanned imaging module including the following: Multi-purpose data acquisition card; Produce rastered scans at pixel rates of up to 4 MHz. 16-bit scan resolution (maximum image size 64K x 64K). 12-bit analog input resolution, up to 4 analog input signals. 32-bit pulse input resolution, up to 2 pulse input signals. 5. Scanning/signal conditioning card shall have the following capabilities: Image display -- no software limit on number of correlated images shown in tiled display; user definable layout size. Image pan, scroll, zoom. Display processing -- brightness; contrast; gamma; histogram equalization. Data export to spreadsheets for user-defined processing. Data storage in portable formats (TIFF, raw binary) for import into other software packages. Optimized analog signal averaging at the maximum digitization rate of the ADC's. Continuously-adjustable frame size (16x16 -- 4096x4096). Continuously-adjustable dwell time (1 ms -- 40 ms). Multiple input signals acquired synchronously. Multiple interactive cursors for manual beam positioning. Multiple interactive line profiles for automated line profile acquisition. 6. Digital EDX spectroscopy module including the following: Digital X-ray Processor. Digitizes signal directly from detector preamp and processes and transfers spectra digitally to acquisition computer. Provides detector high bias (0 -- 1 kV) and preamplifier power. Fully automatic offset (baseline) measurement. Software selectable process times: 2.5, 5, 10, 25, 35, 50 and 70 ms. Software selectable gain: 5, 10, 20 and 40 eV/channel, 16-bit resolution. Up to 4096 channels, 24 bits per channel. Excellent performance at high count rates. High voltage protection via external LN2 sensor. 7. EDX spectroscopy software shall include the following: Spectral display -- no software limit on number of spectra, energy cursors, or energy windows per display or number of display windows; all display parameters (colors, styles, etc.) user-definable. Peak annotation/labeling (KLM markers). Automatic peak identification. Graphical or manual energy calibration. Data export to spreadsheets for user-defined processing. Data storage in portable formats for import into other software packages. User-selectable mode -- immediate/view; add/average. Continuously adjustable dwell time and preset time (0.1 sec. to 1000 sec.). Beam current can be recorded during series acquisition. Automatic energy calibration. Automatic resolution measurement. Specimen thickness calculation (TEM/STEM). Multiple least squares analytical peak fitting. Quantitative and semi-quantitative analysis using standards and standardless analysis. Multiple analysis setups stored for reuse. Multiple sets of standards available. ZAF and thin film corrections. 8. EDXS mapping software capabilities: Real-time display of processed elemental maps and line profiles. Any portion of raw spectral data can be stored at each scan position (spectrum images) for post-processing. Imaging signals and spectroscopic signals from all detectors can be acquired synchronously. 9. GIF module (PEELS/CCD Imaging) shall include the following; GIF PEELS: High speed parallel I/O card for interface to Gatan GIF Parallel EELS Spectroscopy software capabilities. Spectral display -- no software limit on number of spectra, energy cursors, or energy windows per display or number of display windows; all display parameters (colors, styles, etc.) user-definable. Peak annotation/labeling (KLM markers). Graphical or manual energy calibration. Analytical background fitting using various supplied analytical models. Quantitative analysis using standards. Data export to spreadsheets for user-defined processing. Data storage in portable formats for import into other software packages. User-selectable mode -- immediate/view; add/average. Continuously adjustable dwell time and preset time (0.025 sec. to 1000 sec.). Beam current can be recorded during series acquisition. 10. Parallel EELS mapping software capabilities: Real-time display of processed elemental maps and line profiles. Any portion of raw spectral data can be stored at each scan position (spectrum images) for post-processing. Imaging signals and spectroscopic signals from all detectors can be acquired synchronously. 11. GIF slowscan CCD imaging module shall include the following: Single frame and live view acquisition. Binning -- 2 x 2, 4 x 4, 8 x 8. Sub-area read-out of arbitrary areas. Variable exposure times. Gain and bias correction. Variable exposure times. All image processing capabilities present in 2.2 scanned imaging module. 12. Video camera module shall include the following: Real-time video acquisition card with the following capabilities: Display live image at 30 frames-per-second. Capture and display individual frames. 8-bit analog input resolution (256 gray levels). All image processing capabilities present in 2.2 scanned imaging module. 13. Miscellaneous: All cables/hardware necessary for interface to customer's microscope and peripherals. All operating/user documentation. One year warranty on all parts. One year unlimited phone/fax technical support. All current version software updates. Installation and 24 hours of training. Includes all travel costs and per diem. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Emispec System, Inc., 2409 S. Rural Road, Suite D, Tempe AZ, 85282-0000 THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(2). These items will be used in conjunction with the existing x-ray dispersive spectroscopy system and Gatan image filter at NASA Glenn Research Center. Emispec System, Inc., is the manufacturer of these products. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Wednesday, August 29, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
