- AFMLO/VASS has a requirement for an AIR FORCE NURSES TRIAGE SYSTEM interface. The two basic types of interface requirements are system requirements and user requirements. The system shall be in compliance with recommended standards and guidelines found in latest version of the "Windows Interface Guide (WIG)" by Microsoft Publishing, Inc. Thus a graphical interface providing ease of use with drop-down menus and drop-up lists, and help windows are system standards. The system shall optimize the use of drop-down menus, icon buttons and mouse buttons to make the program easy to use. The system shall emulate the functionality of the Windows help system, allowing the user to search for help by topic or to access helpful information from a table of contents. The system shall employ a graphical user interface that includes shortcut keys to provide quick keyboard access to command. The system shall fully support Open Database Connectivity (ODBC) standard, ANSII structured query language (SQL), Health Industry Level 7 application Protocol (HL7), and ANSIX.12 protocol. The system shall have an SQL-compliant and ODBC-compliant report writer, database management system, spreadsheet or other applications required to gain access to scheduling data. The system shall have real-time and batch transfer of data transactions. Provide the ability for systems applications to be modular so that only appropriate modules can be purchased and installed. Provide the ability to be scaleable and be able to be used in a stand-alone or multi-user environment. Provide the ability to have a response time of no longer than two seconds from the last keystroke to the first usable information display at all times, including during periods of peak usage. Provide ability to create currently used documentation form. Windows 98 /2000; NT operating system compatible, WIN2000. Provide the ability to provide a user interface that is easy to use (minimal number of actions to accomplish each task). Interface with organizational MIS system (demographics, etc) and other DoD systems especially CHCS I. Provide the ability to be highly configurable to support user screen display preferences in order to match the natural workflow of the user. Provide the ability to support single-point data entry that automatically populates to pertinent screens, modules, or other applications of the electronic chart. Provide the ability to support the use of the standard terminology. Provide the ability to have an industry standard, automated backup process with restore capabilities. Provide the ability for confidentiality of patient data and provide measures to protect from unauthorized access and use per HIPAA compliant standards and practices. Encounter secure and "un-editable" once stored (clearly defined and stored transaction audit trails). Security levels specific to various categories of end-users. Security levels to meet System Communications (SC) / Information Technology (IT) community /organizational/MTF/base needs (Vendor support during the Air Force Certification of Net worthiness process. This includes all technical product information required in the execution of the Certificate to Operate and all applicable SC/IT community requirements). Sites must agree on method to connect multiple databases (VPN extranet; VPN over existing intranet connection or access to existing Med Net). Must have access from remote locations (If Mac Dill supports Tyndall / Patrick they must have remote access to information). Provide the ability to have available in usable hard copy for early implementation and downtime support. "Multiple search options (name initial last name + last 4 of SSN, DOB). Ability to change from one screen to another randomly. Ability to tab between fields OR use mouse per preference. Point and click documentation capabilities. Well-indexed chief complaints (tie to protocols) ability to bypass protocols. Personnel Reliability Program (PRP) SCI-status flag. Meets industry standards and compatible with form Air Force Nurse Corps is currently using at test site. Easy to override recommended dispositions when nursing judgment dictates. Previous calling history easily available with access to specific calls as necessary. Protocols key off of chief complaint. Rapid recognition and disposition (including documentation) of emergencies. Readable format for written document, include patient teaching, easy to follow and available in Spanish (if possible). Ability to print, faxes, and/or email patient encounter to Primary Care Manager (PCM). Easily accessible and ready clinical reference support with on-line knowledge base of clinical presentations and drugs (including Rx, OTC, herbs, and other alternative medicines). Provide ability to access listing of MTF-specific commonly recommended OTC medications along with recommended dosages/medication alerts/and common formulas-(ex.kg conversion. Ability to set up tickler file for follow-up calls as per organizational policy. Ability to quickly and easily document follow-up calls with appropriate medical record. Ability to document protocol used. Documents understanding and intent to comply (as default) on all records. Time stamp and date of each encounter. Data base sorting capabilities with ability to do mathematical calculations and customized reports. Selects records with deviation from protocol and tags for review. Call timing, ideally divided/divisible by phase of the call. Company in business at least 5 years and growing; financially solvent. Technical support from the company (help menu, support desk during business hours). Affordable training available which can be customized to each test site. Would like software to be web enabled, web integrated. Ability to create the acuity category table. Ability to maintain the nurse ID and allow for edits within that field. Ability to save critical indicators, acuity points and categories by patient, by date and by symptom. Provide the ability to ensure data validation and integrity through measures such as a pick list, tables, and error messaging. Provide the ability to allow for automatic entry of user-selected data elements, including staff names, patient data, gender-appropriate pronouns, user-defined variable field, free-text entry. Provide the ability to automatically link to other systems which code and group encounters and episodes for maintaining data integrity and optimizing third-party collections (if possible). Provide the ability to support data capture from a variety of input devices such as a scanner, keyboard, mouse, voice recognition, hand-held device, and bar code. Provide the ability to recognize when a patient's assessment data deviates from his/her clinical background history. Provide ability to flag record at end of day if appointment not kept. Provide the ability to automatically print an MTF-configurable footer on all reports indicating the sensitive nature of the data (Privacy act). Provide the ability to support links to an application for the aggregating, trending and reporting of workload data or incorporation into automated development of staffing needs/schedules. Ability to provide an automatic patient questionnaire generated 1 week after call. The system shall have a report writer with the capability for an authorized user to configure without any programming experience. The report writer shall be a menu-driven query system that prompts the user to select options from menus supported by help. The report writer shall perform sophisticated mathematical calculations including the manipulating of times and dates. SPECIFIC TASKS: Task 1: Software selection. Selection of software will be determined by the functional users at Mac Dill AFB, Florida headed Demonstration Team Lead and project staff members. Task 2: Telephone Tree Documentation form. The focus on this series of tasks will be on designing the patient encounter documentation tool to be used by the project team nurses at Mac Dill, Tyndall and Patrick. Contractor shall work with the COTR, Demonstration Team lead and/or designated project staff members to define and design the documentation tool for patient encounters, review above requirements, minimum screen size, maximum document and graphic size, font defaults & consistency standards. Contractor shall work with the COTR, Demonstration Team Lead and/or designated project staff members for ensuring ease of access and documentation. Link checking, content aging, content change control, quality assurance, processing of technical feedback, site backup and restore procedures along with procedures for notification/action in the event of an unsolicited hacker attack on the site. Contractor shall make available to the COTR for review and comment in a test environment. As it is the desire of the government to have an initial presence established within 3 weeks of task order initiation, the cycle of review and changes to the basic page design and layout will be limited to two. Task 3: Support for Content Management and Staff Training. The focus for this series of tasks will be on creating training material and conducting, troubleshooting, general site management training for designated project staff members, and if applicable, web site content management. The contractor shall expand all attributes of the patient encounter form in such a manner so that the designated staff can follow the technical instructions with minimal difficulty. Contractor shall create necessary training materials, teaching aids, slides or other reference material needed in order to train all project staff members at the three sites, on the basics of operating/maintaining the system. If the software is web enabled, the instructor will include appropriate training. It is anticipated that the on-site training should not exceed 2 hours of classroom lecture and 24 hours of over the shoulder presentation followed by telephone support for a period of two months.
