Description: Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod (either Tall Fescue or Kentucky Bluegrass) grown in and certified by the State of Maryland, as required, for Arlington National Cemetery, Arlington, VA. Quotations are due 5 September 2001, POC Ellen B. Harden, Contract Specialist, 703-806-4439, e-mail Ellen_B_Harden@belvoir.army.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is 100% set aside for small business. Solicitation number DADW35-02-T-0007 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code is 444220 and the business size standard is $5.0M. The Facility Maintenance Division at Arlington National Cemetery, Arlington VA has a need for a contractor to supply and furnish all labor and equipment to cut, load, and deliver turf grass sod (either Tall Fescue or Kentucky Bluegrass) grown in and certified by the State of Maryland to Arlington National Cemetery. Any supplies and services to be furnished under this contract shall be ordered by issuance of a delivery order. Payment shall be made by submittal of an invoice to the address cited on the SF 1449 at block 18a. This requirement is for a fixed price requirements contract with a base year and four option years, if exercised. Base year is from 1 October 2001 through 30 September 2002 with one line item: Item 0001, Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod grown in and certified by the State of Maryland. Turfgrass sod shall be either Tall Fescue or Kentucky Bluegrass in accordance with the specifications, estimated quantity 60,000 square yards. First Option Year is from 1 October 2002 through 30 September 2003 with one line item: Item 0101, Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod grown in and certified by the State of Maryland. Turfgrass sod shall be either Tall Fescue or Kentucky Bluegrass in accordance with the specifications, estimated quantity 60,300 square yards. Second Option Year is from 1 October 2003 through 30 September 2004 with one line item: Item 0201, Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod grown in and certified by the State of Maryland. Turfgrass sod shall be either Tall Fescue or Kentucky Bluegrass in accordance with the specifications, estimated quantity 66,150 square yards. Third Option Year is from 1 October 2004 through 30 September 2005 with one line item: Item 0301, Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod grown in and certified by the State of Maryland. Turfgrass sod shall be either Tall Fescue or Kentucky Bluegrass in accordance with the specifications, estimated quantity 69,500 square yards. Fourth Option Year is from 1 October 2005 through 30 September 2006 with one line item: Item 0401, Supply and furnish all labor and equipment to cut, load, and deliver turfgrass sod grown in and certified by the State of Maryland. Turfgrass sod shall be either Tall Fescue or Kentucky Bluegrass in accordance with the specifications, estimated quantity 73,000 square yards. Contractor shall not be required to make any single delivery of less than 420 square yards. Guaranteed minimum is 40,000 square yards per year. Scope of Work: Supply and deliver an estimated 60,000 to 73,000 square yards of sod gown in and certified by the State of Maryland to Arlington National Cemetery. Specific Technical Requirements: Sod shall be grown in and certified by the State of Maryland. Depending upon the delivery order received by the Contractor from the Government, the sod shall be one of the two following kinds: A turfgrass consisting of 90 to 95 percent Tall Fescue, blended with five to ten percent Kentucky Bluegrass (anticipated to be the majority of the sod ordered by Arlington National Cemetery); or a turfgrass blend of not less than three Kentucky Bluegrass varieties. All sod shall consist of a dense cover of well-knitted, living, growing, green grass i.e., the grass shall not be in a dormant state. As necessary, the Contractor shall irrigate the growing fields to prevent dormancy. The sod shall be free of drought, dead patches, and insect or disease damage. It shall also be free of crop plants, weeds, undesirable grasses, pests, clay, stones, debris, foreign material, and excessive thatch, i.e. that in excess of 1/2 inch thick. The age of the sod, unless otherwise agreed upon by Arlington National Cemetery, shall be between 14 and 30 months. The sod as delivered shall have a mowed leaf blade height of 2-1/2 to 3 inches for the tall fescue/bluegrass blend, and 2 inches for the bluegrass sod. All sod shall have a machine-cut height at a uniform soil thickness of approximately 1/2 inch -- unless otherwise agreed upon by Arlington National Cemetery. Individual pieces of sod shall be cut to the supplier's uniform length and width. Broken sod pieces or those with torn or uneven sides or ends will not be accepted. Each piece of sod shall be strong enough to support its own weight and retain its size and shape when suspended vertically from a firm grasp on the upper ten percent of the piece of sod. Sod shall be cut and delivered at an available moisture content ranging between ten percent above the permanent wilting point to field capacity of the soil in which it is grown. The sod shall be delivered to Arlington National Cemetery within 18 hours of the time it has been cut/lifted. Sod that is heating or discolored is unacceptable. Sod that has not been maintained or protected to ensure vigorous growth after installation shall not be accepted. Each sod piece shall be rolled and loaded onto returnable pallets. Folded sod shall be accepted only at Arlington National Cemetery's discretion. The Contractor shall supply the labor and equipment for unloading the pallets of sod at Arlington National Cemetery, but shall not be required to unload the sod at more than two sites within the cemetery per delivery. Delivery shall be by 8:00 AM, Monday through Friday, excluding Federal Holidays, unless otherwise directed by the Cemetery. After initial delivery of sod, any empty contractor-owned pallets will be picked up when subsequent orders are delivered. The Cemetery will attempt to have all pallets ready for return to the Contractor in a prompt fashion, but in the event of a delay, the Government will not be charged a rental fee for the pallets. It is anticipated up to 3,800 square yards of sod will be required per week, spring and fall, up to an approximate three truckloads per week. However, summer and early winter deliveries are not precluded. Contractor shall receive written delivery orders from the Contracting Office stating specific delivery dates, kinds of sod, and quantities. Acceptance of any sod shall be based upon the quality and quantity factors described above, and shall be made by the Arlington National Cemetery Horticulturist or his representative at the time of delivery or (at his discretion) at the growing fields. Contractor shall immediately notify the Arlington National Cemetery Horticulturist or his representative as soon as any unavoidable delays or cancellations in delivery become apparent. Just cause for unavoidable delay or cancellation shall be inclement weather only, i.e., weather that prevents the above qualitative specifications from being met. Although unusual, the transportation and unloading of sod within Arlington National Cemetery is subject to delay due to ceremonies and or funerals. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Central Contractor Registration (CCR): Prior to contract award, contractor shall be registered in the CCR database. Proposal preparation: Offerors shall include with the proposal a copy of their State of Maryland turfgrass certification. A proposal submitted in response to this requirement shall consist of a Cost/Price Proposal only. Cost/pricing proposals shall be analyzed but will not be numerically scored. Cost/price only will be considered in selecting which proposal offered is the most advantageous to the Government. Offerors are required to complete and include a copy of the following provisions with their quotes; FAR 52.212-3, Offeror Representations and Certifications-Commercial items; DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. Clause 52.212-4, Contract Terms and Conditions Commercial Items and Addendum to FAS 52.212-4, Contract Terms and Conditions apply; the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies with the following applicable clauses for paragraph (b); FAR 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I, FAR 52.216-18, Ordering (OCT 1995), paragraph (a), "Such orders may be issued from date of award through 30 September 2006". FAR 52.219-14, Limitation on Subcontracting, FAR 52.216-19, Delivery Order Limitations, paragraph (a) Minimum order "When the Government requires supplies or services covered by this contract in an amount of less than 420 square yards, the Government is not obligated " and paragraph (b) "Maximum order. The Contractor is not obligated to honor (1) Any order for a single item in excess of 2,700 square yards; (2) Any order for a combination of items in excess of 19,900 square yards; or (3) A series of orders from the same ordering office within 7 days that together call for quantities exceeding the limitation in subparagraph (1) or (2) of this section. Paragraph (d), subparagraph (b), "unless that order (or) orders are returned to the ordering office within 3 days after issuance." FAR 52.216-21, Requirements (OCT 1995), paragraph (f), "Contractor shall not be required to make any deliveries under this contract after 60 calendar days after term of contract. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable to paragraph (a) DFARS 252.205-7000, Provision of Information to Cooperative Agreement Holders, DFARS 252.243-7002, Requests for Equitable Adjustment, FAR 52.217-8, Option to Extend Services; FAR 52.217-9, Option to Extend the Term of the Contract-Services; FAR 52.228-5, Insurance Work on a Government Installation, also apply. The Government intends to make a single award to the bidder whose offer is the most advantageous to the Government cost and price considered. Provision 52.212-2, Evaluation Commercial Items applies with paragraph (a) completed as follows; the following factors shall be used to evaluate offers: Low Bid.
