Description
1. The Department of Interior/GovWorks is seeking potential contractors on behalf of the Pentagon IT Services Center, to provide specialized products and services to support a gateway communications system. [NOTE: IF AFTER READING THE WORK REQUIREMENTS BELOW YOU ARE INTERESTED IN THIS SOLICITATION, CAREFULLY READ THE INSTRUCTIONS INCLUDED BELOW UNDER "HOW TO RESPOND."] Products/services must integrate with and facilitate current DoD plans to replace AUTODIN with the Defense Messaging System (DMS). Hardware and software must be certified or scheduled for VAP testing by Defense Information Services Agency (DISA) as being able to securely process and protect high-level classified data, voice, and video, within the DMS environment. Offerors must be able to provide both the products required as well as the personnel with the expertise to design, develop, install, and maintain the DMS systems. HOW TO RESPOND: In order to compete for this contract interested parties MUST demonstrate that they are qualified to perform the work by providing, BY 21 August 2001, a Capabilities Statement [three CD's containing complete soft copies of capability statements ] detailing: (1) your key personnel and program manager (those who would have primary responsibility for performing and/or managing the work) with their qualifications and specific experience with DMS; (2) your organizational experience with DMS and available facilities (including business size and a statement as to your ability to meet the security requirements); and (3) specific references (including contract number & project description, period of performance, dollar amount, client identification with point of contact & telephone number) for previous DMS related work that your key personnel or organization have performed within the last two years. Following review of all Capabilities Statements, a list of those deemed capable and qualified to perform the work will be established and the qualifiers will be notified and provided additional proposal instructions and contract requirements. It is anticipated that more than one contract will be awarded. Your Capabilities Statement will be evaluated based on your key persons' skills, abilities and experience with DMS; your organization's DMS experience and past performance (including number, size, and complexity of similar projects, technical excellence, adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, general compliance with the terms of the contracts, and acceptability of delivered product and service rendered.) The deadline for submission of questions is 15 August 2001, therefor questions should be e-mailed as soon as possible to both Mary.Coleman@mms.gov and Paul.Anderson@army.pentagon.mil. Questions will be answered by 17 August 2001. The Government reserves the right to transmit all questions and answers to all potential Offerors.
