Description
The USAFE Contracting Squadron, Rhine Ordnance Barracks, Kaiserslautern, Germany intends to solicit proposals from companies interested in and capable of performing the operation and maintenance of Government furnished radar and communications equipment and other associated support services for the Multinational Aircrew Electronic Warfare Tactics Facility, hereafter referred to as POLYGONE. The contracted effort will mainly take place at two manned sites, Bann-B (near Ramstein AB) and Pirmasens in Germany. The contractor will also be required to operate mobile radar and communications equipment at deployed locations primarily in France and Germany. However, deployment operations may take place at other locations within Europe. The contractor must obtain a Facility US Secret Clearance to perform this service. The primary mission of the POLYGONE is to provide United States Air Forces in Europe (USAFE), United States Army Europe (USAREUR) and North Atlantic Treaty Organization (NATO) aircrew tactics evaluation and electronic warfare training. The overall operation of the POLYGONE range is the joint responsibility of U.S. Air Force, German Air Force (GEAF) and French Air Force (FAF) personnel. The U.S. portion of POLYGONE operates under Detachment 2, 86 Operations Group USAFE. The services provided by the contractor shall be in support of Detachment 2 requirements. To ensure mission support, effectiveness and overall success of aircrew training, the contractor shall coordinate and cooperate with assigned GEAF and/or FAF personnel during specific operations on a case-by-case basis. US logistics support will not be provided for contractor personnel since Technical Expert Status Accreditation (TESA) will not be granted. In addition, the contractor will have to comply with German Labor Laws. This contract is anticipated to be a nine-month basic with three one-year options.
