Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort is to seek qualified sources capable of providing Civil Engineering Operations and Maintenance, Supply, Transportation, Fuels, Weather, Airfield Management, and Transient Aircraft Services for March ARB, CA. Some functions shall require training of Air Force Reserve personnel. HQ AFRC/LGCP Robins AFB GA, is seeking potential sources to participate in an OMB Circular No. A-76, "Performance of Commercial Activities" study in order to determine the most efficient and cost-effective organization for the aforementioned services. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. Any resultant contract will contain the clause, FAR 52.207-3, Right of First Refusal of Employment. Civil Engineering services consist of, but are not limited to, facilities maintenance, roads and grounds, electrical power distribution, liquid fuels maintenance, hazardous waste handling, airfield maintenance, grounds maintenance, and fire protection systems. There are currently approximately 165 facilities being maintained, including offices, aircraft hangars, industrial, fire training facilities, and lodging. Supply services include, but are not limited to, item accounting, files maintenance, warehousing, reporting, manage small arms weapons vault, operate hazardous material distribution, hazardous waste accumulation site, maintain mobility bags, and customer training. Scope of supply services consist of approximately 17,000 item records, 5 warehouse facilities, maintenance of approximately 9,000 mobility bags, 3,000 small arms, and servicing of 130 equipment accounts. Transportation services include vehicle operations, vehicle maintenance, commercial passenger travel, and cargo shipping. The base vehicle fleet consists of approximately 325 vehicles that includes 199 general purpose and 126 special purpose vehicles. Passenger travel is approximately 6,000 passenger services annually. Cargo is approximately 5,000 cargo shipments (48 tons) annually. Fuels services include, but are not limited to receiving, storing, and issuing fuels. Fuels services also include maintaining war and peacetime stock levels, providing emergency support, accounting for all fuel inventories, and training of reserve personnel. Approximate annual average fuel usage is as follows: 14 million gallons of JP-8; 800,000 gallons of ground fuels, 50,000 gallons of cryogenics, and 5,000 gallons of CNG. Weather services include, but are not limited to, Meteorological Terminal Aerodrome Forecasts (TAF), performing, recording, and disseminating surface weather observations, providing air crew briefings, pilot to metro radio weather updates, operation of NEXRAD, providing warnings, providing toxic corridor forecast (toxic spills), operation of Advanced Meteorological Information System/New Tactical Forecast System (AMIS 3.1/N-TFS), and coordinating advisories and meteorology discussions with Davis Monthan AFB AZ. Weather services require coverage 24 hours each day of the year. Airfield Management services include, but are not limited to, flight planning, inspections/checks, access, process NOTAMS, manage the Flight Publications Programs, control and provide training for flight line driving, airfield safety, respond to in-flight/ground emergencies, execute the BASH Program, notify FAA on overdue aircraft, and provide data for airfield/airspace diagrams. Transient Aircraft services include, but are not limited to, marshalling, parking, refueling/de-fueling, minor maintenance, turn around inspection services, recovering of drag chutes, and verifying aircraft weapons safety status. Approximately 125 aircraft are serviced per month. There are a total of 195 Government authorizations in the study. NOTE: This figure is provided for information purposes only and is not to be construed as the Government?s manpower requirement. For the purpose of determining your business size, the NAICS code of 56121, Facilities Support Services, with a size standard of $20M average annual receipts over the past 3 years, will be utilized for this acquisition.
