Description

The U.S. Department of Commerce, NOAA, intends to issue an Information for Bid (IFB) to furnish the necessary personnel, material, equipment and services to perform upper air rawinsonde observations and related services for the National Weather Service located in International Falls, Minnesota. The contractor shall be responsible for providing an adequate number of upper air operators, certified in upper air weather observations, to take, document and disseminate upper air rawinsonde and supplemental weather observations. The upper air rawinsonde observations (also referred to as soundings) shall be in accordance with Federal Meteorological Handbook No. 3 (FMH #2), Rawinsonde and Pibal Observations, National Weather Service Observing Handbook No. 10 (WSOH #10) Rawinsonde Observations; and associated manuals and instructions provided by the National Weather Service. The taking and reporting of supplemental weather observations shall be in accordance with the National Weather Service Observing Handbook No. 7 (WSOH #7) Surface Weather Observations and Reports, and other associated manuals and instructions provided by the National Weather Service. The contractor shall have one certified upper air observer on duty at the contract office between 0400 and 0800 and between 1600 and 2000 daily, Central Standard Time. The anticipated base performance period is from January 1, 2002 through September 30, 2002, with four twelve-month option periods. A solicitation will be issued on or about September 12, 2001.
