Description

The Federal Emergency Management Agency (FEMA) intends on soliciting a quotation from International Association of fire Chiefs (IAFC), 4025 Fair Ridge Drive, Fairfax, VA 22033 on a sole source basis. Pursuant to FAR 13.106-2(a)(5), the Contracting Officer has determined that IAFC is the only known source that possesses the required staffing, experience, and organizational structure required to complete the purchase order tasks within the mandatory time frame and available budget. In addition, IAFC possesses a proprietary network that will be used to obtain subject matter experts needed to meet the requirements of the purchase order. The purpose of this purchase order is to develop and recommend rating criteria to be used to evaluate grant applications for the assistance to Firefighter Grant Program for fiscal year 2002. No solicitation documentation exists. This notice of intent is not a request for competitive quotations. However, interested persons may identify their interest and capability to respond to the requirement. See numbered CBD Note 26.
