- Z NOTICE OF INTENT: The 30th Space Wing intends to extend the Precision Measurement Equipment Laboratory (PMEL) Contract, #F04684-99-C-0002 with Yulista Management Services, for a period of three months (1 Oct 01 through 31 Dec 01). By extending the PMEL contract, launch critical services will be uninterrupted while the evaluation of offers for the new 8 year Aerospace Support Services Contract (ASSC) being competed under F04684-00-R-0002 is finalized. The basic PMEL contractual effort is to manage, test, calibrate, repair, modify, and maintain all assigned equipment and Test, Measurement, and Diagnostic Equipment (TDME). Ensure TDME, which is the responsibility of PMEL, does not exceed 60 days overdue calibration. Schedule and accomplish preventative maintenance inspections. Establish and implement a security program. Establish and maintain a program of open communications with customers. Provide all training required. Establish and maintain certification in accordance with AFMETCAL DET1. Obtain any licenses and permits required including Nuclear Regulatory Commission licensing. Operate and establish controls to ensure a precision time reference station is maintained and operated. Document labor hours in PAMS data collection system. Provide pick-up and delivery of TDME at owning organization at both North and South Vandenberg AFB, Pillar Point, and elsewhere as prescribed. Establish and maintain a production control function to facilitate the timely flow of work by and through the PMEL. All hiring and training of personnel, learning of mission critical systems, development of O&M procedures, and obtaining of certifications and required security clearances must be accomplished without interruption of PMEL or change to launch schedules. Phase-in will not be included due to the aggressive launch schedule, the criticality of services to be provided and the impact that would result from the interruption of these services. The incumbent contractor will not provide transition training since this would cause the government a substantial duplication of costs and an unacceptable delay to launch schedules. Interested parties may provide necessary information, including written capabilities statement, and past performance references to Fred Rayburn within 5 days of this publication.
