- Notice of intent to negotiate a sole source contract with The Boeing Corporation -- Delta Launch Services, Huntington Beach, CA for the launch vehicle integration of the primary and secondary payloads on Space Test Program's Evolved Expendable Launch Vehicle -- Medium (EELV-M) Delta IV launch in FY06. The launch vehicle integration task consists of multiple space vehicle interface management and Delta IV payload/launch vehicle integration. The proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The contractor's experience in integrating multiple space vehicles is imperative. This launch will be the first flight to utilize the EELV Secondary Payload Adapter (ESPA), will have a mixed orbit trajectory (LEO then GTO), and will consist of 1 prime space vehicle and 5 secondary space vehicles. The contractor's extensive knowledge of the Delta IV payload integration process is vital to reduce the risk of schedule impacts and increase the probability of mission success. The contractor must have demonstrated ability to work with many organizations, as there are currently 14 different organizations, including contractor and government teams, involved in the program. The contractor must have at least a DoD Secret clearance. STP is looking for the best solution to minimize the risk of this first ESPA mission, and believes that The Boeing Corporation has the requisite experience and knowledge and is therefore the only company that can provide STP with total system accountability. Work to be performed under the contract contemplated compliments an existing contractual effort in which The Boeing Corporation will provide the launch vehicle and the launch service for the mission. Any firm, which believes it possesses the above technical expertise, is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate possession of the requisite technical expertise. A written letter, including you corporate interest, capabilities and relevant experience, not to exceed ten (10) pages in length is due to Ms Vigil on or before 7 September 2001.
