Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-01-Q-80039 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-27. The NAICS Code is 541519 and the Small Business size standard is $18.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a sole source basis with Progress Software Corporation, Bedford, MA, for Version 9.0B Workgroup Database and Client Networking Software Licenses, Maintenance and Support. The Volpe Center is responsible for installing the CMplus application at Coast Guard sites, training CMplus functionality to Coast Guard users, maintaining the CMplus source code through bug fixes and enhancements, and procuring the necessary resources required to complete the project. The software licenses, maintenance and support will enable the government to deploy software capable of running in the Coast Guard Standard Work station III (SWIII) Windows-NT environment. The Progress Version 9 Workgroup Database and client networking software will replace existing CMPlus databases at various Coast Guard sites. The Progress licenses will be used as the underlying database for the Coast Guard Configuration Management Plus (CMplus) application. The CMplus application was originally developed by the John A. Volpe National Transportation Systems Center (Volpe Center) in the Coast Guard s Standard Workstation II (SWII) environment using the Coast Guard s standard application package that included the Progress Workgroup Database Version 6. The Volpe Center converted the CMplus SWII application to the Coast Guard s new Standard Workstation III (SWIII) NT environment. Based on a conversion cost analysis it was determined by the Coast Guard to maintain the Progress Workgroup Database Version 9 that runs on NT. Contract line items (CLIN) and associated quantities are as follows: CLIN 000 1 Progress Personal Database Software, version 9.0B (57 Copies); CLIN 0002 Progress Annual Software Maintenance for Personal Database Version (57 Copies); CLIN 0003 Progress Workgroup Database, 5 user, version 9.0B (17 Copies); CLIN 0004 Progress Annual Software Maintenance for 5 user Workgroup Database (17 Copies); CLIN 0005 Progress Client Networking Software, 5 user, version 9.0B (17 Copies); CLIN 0006 Progress Annual Software Maintenance for 5 user Client Networking Software (17 Copies); CLIN 0007 Progress Workgroup Database, 10 user, version 9.0B (1 copy); CLIN 0008 Progress Annual Software Maintenance for 10 user Workgroup Database (1 copy); CLIN 0009 Progress Client Networking Software, 10 user, version 9.0B (1 copy). CLIN 00010 Progress Annual Maintenance for Cl ient Networking 10 user (1 copy). Inspection and acceptance shall be made at destination. The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. In the event of a conflict the terms and conditions of the purchase order shall take precedence over the warranty. The software annual maintenance period for all licenses will begin when progress is notified that license has been issued to Coast Guard Unit. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (AUG 1998) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provi sion at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 1999) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 1999), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 7, 8, 9, 11, 12, 13, 14, 16, 17, 22, 23. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. EST on August 28, 2001. The Government reserves the right to process the procurement on a sole source basis based upon the responses received.
