- Description
- Under authority granted in FAR 6.302-1, US EPA intends to negotiate on a sole source basis with the Ad Council to disseminate television and radio public service announcements (PSAs) promoting environmentally sound transportation choices. The Contractor will provide education to the community, state, and local stakeholders to gain an understanding of travel choices, congestion, air pollution in addition to information exchange, media campaigns, networking and how the public can have opportunities to be mobile as it pertains to clean air. In addition, the Contractor will provide the following services: build support for the regional, state, and community to reduce traffic congestion and air pollution, provide marketing materials, and resources kits. The Contractor will be partnering with the Alliance for Clean Air and Transportation National Coalition which has been formed by the Federal partners. The Contractor will work with state and local partners to produce art work, logos, and highly quality voice-overs. The Contractor will Sigma encode the TV PSAs and use Nielsen Media Research to track where they are aired, identify the audiences that saw them, calculate the ad-dollar equivalents, and provide a report of the results. The Contractor will use Broadcast Verification Services to track use of the radio ads on over 900 FM stations and 25 AM stations in the top 100 DMA markets, mail bounce-back cards to the rest, and provide a report of the results. EPA believes only one source can provide these services that will satisfy the EPA's requirements. Any firm that believes it possesses the technical expertise are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate possession of the requisite technical expertise needed to fulfill these requirements. All responses will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government . Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Response should be received no later than 8/28/01.
