Description
The Federal Prison Camp (FPC), Duluth, Minnesota is soliciting for a Occupational Training Education Institution to provide to the inmates incarcerated at the Federal Prison Camp, Duluth, Minnesota, a curriculum leading to certification in carpentry. The curriculum must include basic-math, blue-print reading for construction, principles of construction-framing (classroom theory), construction framing (applied practice) building-material estimation, and occupational construction safety (OSHA). The applicable NAIC Code for this action is 624310, with a size standard of $5.0 million. The contractor must be listed in the directory entitled "Accredited Institutions of Post Secondary Education" and/or designated eligible by the United States Department of Education. The contractor shall provide pre-approved and qualified personnel who act as substitute instructors in the event of a scheduled instructor's absence. All contractor staff assigned to provide instructional services under this contract must be certified in the field of Building-Trades. Semesters will be at least seventeen (17) weeks in duration with fifteen (15) credits available (per semester). Class size will be fifteen (15) inmate students, and classes will be held Monday through Thursday, excluding Federal Holidays. Award certificates will be issued upon completion of course. The period of performance is as follows: Base Year Oct 1, 2001 thru Sept 30, 2002, Option Year 1 Oct 1, 2002 thru Sept 30, 2003, Option Year 2 Oct 1, 2003 thru Sept 30, 2004, Option Year 3 Oct 1, 2004 thru Sept 30, 2005, Option Year 4, Oct 1, 2005 thru Sept 30, 2006. All equipment and supplies for this contract will be furnished by the government. Provision of services under this contract will require frequent and unsupervised contact with inmates. This contract will be one year in duration. The solicitation document will be available on or about August 31, 2001. The government intends to award a firm-fixed contract. The procedures to be used in awarding the contract is by negotiated procedures and issuance of a Request for Quotation. The anticipated/estimated award date is 10/1/01. Penal Institution Security requirements are applicable.
