Notice of Contract Action (NOCA) -- This announcement serves as notic that on or about 30 Aug 01, the Surveillance Intelligence Reconnaissance Program Office, ESC, Hanscom AFB, MA 01731 intends to solicit and negotiate with BAE systems VITec Imaging the following: Item QTY P/N ITEM DESCRIPTION 1 8 SW-0260 VITec ELT-Precision Targeting (Classified) N/A A government-approved receiving address must be provided when purchasing this module. * Polynomial Registration Tool -- Allows the user to perform a point transfer from tactical imagery to DPPDB or NTM imagery when tactical ESD/telemetry data is unavailable. * Sensor Models -- Operates with the sensor models being developed by the SAF/SP. The sensor models will be NIMA validated and certified. * National Source Selection -- Allows the user to "Dial-an-Accuracy" (I.e. specify a desired CE and LE for a target point) and select a subset of NTM or DPPDB images from a database that provides the desired accuracy. * Tactical Source Selection -- Allows an extension of the National Source Selection and allows tactical imagery to be added to the targeting solution set. * NTM Single-Ray Intersection with Terrain Geopositioning -- Allows the user to extract target geocoordinates and accuracies using a single NTM image and DTED terrain data. * DPPDB Geopositioning -- Allows the user to extract target geocoordinates and accuracies from DPPDB data. * NTM Multi-Image Geopositioning (MIG) -- Allows the user to extract target geocoordinates and accuracies from multiple NTM images (both same mode and mixed mode). 2 8 SW-0270 VITec ELT-Stereo -- An optional module to the base ELT that allows the N/A user to display stereo images in 3D stereo using stereo equipment. Also allows the user to display stereo pair in monosopic mode (split screen) and obtain a CE and LE from a DPPDB. 3 1 TC-0013 Engineering Services -- Continental US N/A Includes travel and living expenses 4 8 SW-0260-U VITec ELT-Precision Targeting (Classified) Upgrade Entitlement 10/1/00-9/30/02 5 8 SW-0270-U VITec ELT-Stereo Upgrade Entitlement 10/1/00-9/30/02 The notice signifies the Government's intent to issue a sole source contract, pursuant to 10 USC 2304(c)(1) to BAE Systems 11400 Commerce Park Drive, Reston, VA. The period of performance for this execution will be 10 days after receipt of order. This synopsis is for information and planning purposes and does not constitute an Invitation for Bids (IFB) or Request for Proposal (RFP). This notice should not to be construed as a commitment by the Government. See Notes 22 and 26. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development.
