- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is X9A318, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 422690 which has a size standard of 100 employees to qualify as a small business. This procurement is set aside for a small business. The Contractor shall provide dry ice pellets for use of the National Health and Environmental Effects Research Laboratory. Dry ice is used by NHEERL researchers for the collection and quick freezing of animal tissue samples to be used in biochemical assays and molecular biology techniques, gas intake systems for temperature control, and the cooling of laboratory equipment or accessories to maintain constant temperature. Containers must be filled on an as needed basis. The Contractor shall only bring the containers to full capacity. No Dry Ice pellets shall be left on top of or around the outside of the containers. Pellets must be of medium size, approximately 1 inch long by inch in diameter. Blocks of dry ice are not acceptable. The delivery must be made before noon every Tuesday beginning October 2, 2001. The Contractor shall provide the dry ice for twelve months beginning 10/01/01 with two one year options as follows: Base Period: 10/01/01 -- 09/30/02, Option I: 10/01/02 -- 09/30/03, Option II 10/01/03 -- 09/30/04. NHEERL will be relocating to the new EPA facility located at 109 T.W. Alexander Drive during FY 2002. A thirty day (30) notice will be given before deliveries begin at this new location. The current schedule is as follows: Environmental Toxicology Division (ETD) June 2002, Environmental Carcinogenesis Division (ECD) June 2002, Neurotoxicology Division (NTD) July 2002 and Reproductive Toxicology Division (RTD) will not be moving. When the divisions move to the new facility, the dry ice bin currently located at the G-High Bay area will be moved to the new facility at 109 T.W. Alexander Drive. During this time, the Contractor shall provide a temporary bin, filled with dry ice, at the ERC G-High Bay area. This temporary container shall remain at the G-High Bay area until all the divisions are officially moved which is currently scheduled for the end of July 2002. Please note: construction projects are sometimes delayed. If, for some reason, the above stated move dates are extended, the date for the need for the temporary container will also be extended to coincide with the scheduled move dates. Deliveries shall be made as follows: BASE PERIOD: 10/01/01 -- 9/30/02 Location: Loading Dock, ILF Building, 2525 NC Hwy 54, RTP, NC -- Every Tuesday: October 2001 -- May 2002 -- Estimated volume 800 lbs. Every Tuesday: June 2002 -- September 2002 -- Estimated volume 1200 lbs. Location: ECD, ETD and NTD G-High Bay Loading Dock, ERC Building, Hwy 54, RTP, NC Every Tuesday: October 2001 -- May 2002 -- Estimated volume 1000 lbs. Every Tuesday: June 2002 -- July 2002 -- Estimated volume 675 lbs. Location: 109 T. W Alexander Drive, RTP, NC, Area A Loading Dock. Every Tuesday: June 2002 -- September 2002 -- Estimated volume 1350 lbs. (The date for deliveries to begin at the new building will change if the move schedule changes. A 30-day notice will be given before deliveries begin at this location.). OPTION I: 10/01/02 -- 9/30/03 Location: RTD: Loading Dock, ILF Building, 2525 NC Hwy 54, RTP, NC -- Every Tuesday: October 2002 -- May 2003 -- Estimated volume 800 lbs. Every Tuesday: June 2003 -- September 2003 -- Estimated volume 1200 lbs. Location: ECD, ETD and NTD: 109 T. W Alexander Drive, RTP, NC, Area A Loading Dock. Every Tuesday: October 2002 -- May 2003 -- Estimated volume 1000 lbs. Every Tuesday: June 2003 -- September 2003 -- Estimated volume 1350 lbs. OPTION II: 10/01/03 -- 9/30/04. Location: RTD: Loading Dock, ILF Building, 2525 NC Hwy 54, RTP, NC -- Every Tuesday: October 2003 -- May 2004 -- Estimated volume 800 lbs. Every Tuesday: June 2004 -- September 2004 -- Estimated volume 1200 lbs. Location -- ECD, ETD and NTD: 109 T. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions -- - Commercial Items. All offerors are to are to include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications -- - Commercial Items. It is requested that the completed Representations and Certifications be included with the proposal. Quotes shall be evaluated inclusive of options.
